About the division: The Financial Services Division (FSD), in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget. About the position: This Fiscal Analyst 2 plans, coordinates and conducts all payroll transaction entries, information verification and audits in accordance with IRS, OFM, PEBB and other state and federal regulations. Compute and process payroll transactions accurately and within the proper pay periods. Coordinate with HR, managers/supervisors, employees or other state agencies to ensure employee paychecks accurately reflect the proper deductions and actual time worked. Maintain PEBB & DRS benefit. Coordinate and maintain payroll accounting procedures and controls. Ensure transactions are properly imaged after each pay period when complete. This position is eligible to telework part-time but is frequently required to report on-site to meet business need. Some of what you will do: Compute and process payroll transactions accurately and within the proper pay periods. Coordinate with HR, managers/supervisors, employees or other state agencies to ensure employee paychecks accurately reflect the proper deductions and actual time worked. Coordinate and maintain payroll accounting procedures and controls. Ensure transactions are properly imaged after each pay period when complete. Compute and process overtime transactions accurately and within the proper pay periods. Process compute trip reduction forms monthly for payment and work with supervisors on the correct process. Monitor the leave recording process for HCA employees through regular review and auditing of employee’s records and work schedules to ensure compliance and accuracy using the MyPortal and Human Resource Management System (HRMS). Run reports during payroll cutoff days to find pending or incorrect leave requests (Leave With Out Pay) and follow up with employees, supervisors and/or Human Resources staff for corrections. Keep MyPortal leave variant reports current for active employees, adding new hires each pay period. Verify all quota corrections and accruals are processed accurately. Determine employees needing personal holiday and personal leave day quotas per WAC or Collective Bargaining Agreement rules and create quota corrections. Review Employee Records Transmittals of employees transferring into HCA for accuracy of HRMS leave balances and add to imaging. Verify ending leave balances for employees transferring out of HCA, prepare Employee Records Transmittals, scan to imaging payroll file, and forward transmittal to new agencies. Process Shared Leave donations and reversions using HRMS in a timely manner. Work closely with Human Resource staff to track employees eligible for shared leave and approved time periods. Run a quarterly system report indicating unused shared leave balances and forward information to Human Resources. Sets up and maintains PEBB benefits eligibility. Reminds employees of form due dates and gives guidance on Special Open Enrollment events. Participates in annual PEBB Open Enrollment by assisting employees with eligible changes and collecting required documentation. Set up and maintain DRS benefits by using the online system ERA to confirm retirement history and follow OFM and internal instructions on allowable changes and other optional DRS benefits. Serve as backup for the payroll fiscal analysts within the unit. Complete employment verifications. Required qualifications: Minimum education/experience Option 1: A bachelor’s or master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant. Option 2: An associate degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and one (1) year of relevant professional experience. Option 3: Three (3) years of relevant professional experience. Preferred qualifications: One (1) year of experience with Washington state payroll, benefits, and leave policies and procedures. One (1) year of experience interpreting, applying, and explaining payroll related rules, regulations, laws, policies, procedures, and/or bargaining agreements to staff. One (1) year of experience using HRMS or similar payroll system with responsibility performing the following tasks: processing payroll, benefit, and leave transactions; analyzing employee leave balances; adjusting leave accruals; running MyPortal leave reports and troubleshooting MyPortal leave messages. Strong attention to detail. Ability to convey ideas and facts orally and in writing using language the audience will best understand. Ability to develop positive, productive, and respectful work relationships. Excellent customer service skills with experience assisting a diverse customer base.
