Insight Global is seeking a Contracts Administrator to support one of our federal clients in Hampton, VA. The Contracts Administrator negotiates and administers all aspects of contracts from proposal to close-out phase. They execute contract awards, post-award administration, and termination of contracts and advise lower-level staff. They ensure contractual documents adhere to the organization's policy and maintain knowledge of relevant contractual procedures and practices. The Senior Contracts Specialist works on more complex bids that may require integrating proposals from subcontractors and external stakeholders. They normally receive little instruction on daily activities and general instructions on new assignments and work on problems of diverse scope where analysis of data requires evaluation of identifiable factors. They demonstrate good judgment in selecting methods and techniques for obtaining solutions.

Responsibilities include, but are not limited to:

* Participate in the preparation of agreements and amendments.

* Administer complex agreements, including agreement closeout, negotiation, correspondence, documentation, certification, and reporting.

* Manage various communication channels, including a department inbox.

* Negotiate complex agreement terms from proposal stage to close-out in accordance with relevant organizational policy and regulation.

* Prepare agreements and amendments, specifications, tests, and progress reports.

* Review agreements for conformity to contract requirements.

* Prepare, deliver, and present on spreadsheets with formulas and data analysis. Ensure timely processing of department reports and deliverables. Generate reports on contract activity, as required.

* Establish and manage consulting agreements, non-disclosure agreements, and teaming agreements.

* Execute Material Transfer Agreements (MTAs) and transfer inquiries process.

* Review contractual documents to ensure adherence to organizational policy and conformance to master agreement.

* Verify all aspects of the agreement to ensure conformance with the organization while maintaining a high level of customer satisfaction and responsiveness.

* Ensure timely processing of department and contract activity reports and the timely submission of contract deliverables.

* Participate in special projects, as required.

* Qualifications and Experience:

* U. S. Citizenship is required.

* High school diploma and 10+ years of relevant experience OR Bachelor's degree and 5+ years of relevant experience OR Master's degree and 2 years of relevant experience.

* 5 years of experience working on government-related contracts.

* Must have knowledge of FAR and government regulations.

* Strong understanding of T&M, FFP, and CPFF.

* Understand the proposal process and the ability to respond to smaller RFPs

* Prefer experience in Deltek GCS/Costpoint

* Great communication skills including the ability to write effectively.
