In 2021, Samsung announced a new facility in Taylor, Texas, where it plans to invest a minimum $17 billion in the build-out. The site spans 1,200+ acres and the first phase of development will have 4.7 million square feet of floor space consisting of a cluster of semiconductor manufacturing buildings such as a fab, office, parking garage, central utility building, and special utility supply facilities. The Taylor facility will boost the production of semiconductor solutions that will power next-generation technologies in areas like 5G, artificial intelligence (AI) and high performance computing.

Roles and Responsibilities:

Job Summary/Overview:

Seeking an experienced estimating professional to join the Infra Technology Construction Department focused on a multi-billion new build semiconductor manufacturing facility in Taylor, TX.

The ideal candidate will feel confident leading and improving construction estimating processes with both internal and externally hired resources to ensure that best practices are being used by all of our construction partners.

Specific Job Duties:
•Develop the estimate plan and lead estimate development efforts with the project team
•Work directly with the Engineering Design Manager in order to explore conceptual options and support Front-End Engineering Design (FEED)
•Work directly with the Construction Managers in order to analyze RFI's and change orders with significant cost impact and provide feedback on value engineering efforts
•Work directly with the Cost Manager to ensure department cost estimate database reflects current market conditions, and to provide analysis of current cost trends
•Assist with prime contractor bid and buy-out review in order to mitigate owner risks and scope gap
•Analyze project specifications, scope, and risks in order to provide executive management with recommendations to ensure alignment between cost and project goals
•Manage 3rd Party Estimating Firms performing work remotely
•Perform audits on invoices, schedules, and documentation to ensure compliance with contract requirements.
•Monitor local, national, and global economic construction trends in order to create monthly reports that keeps the project and executive team up to date on current trends, cost indices, and potential risks
•Proactively identify, manage, and mitigate project risk points for cost and schedule
•Managing stakeholders in a customer-service oriented team.

Skills and Qualifications:

Education, Training, Certification(s) and Minimum years of experience required
•Accredited four (4) year degree
•Eight (8) years of work-related experience in construction cost controls and estimating
•Ability to communicate effectively with a wide audience that include but are not limited to; executive management, department leads, coworkers, contractors, and potential new vendors

Knowledge, Skills, Abilities, Software, and Tools
•Experience with Uniformat and CSI divisions
•Aptitude for documentation and data analysis using MS Office programs.
•Ability to read and understand construction documents including design documents, shop drawings, bid forms, and contracts
