**Duties** **As a Transportation Specialist, you will**: * Provide review of projects in accordance with the Divisions risk-based stewardship and oversight plan. Consult and/or coordinate with other Division specialists, such as Planners, Environmental Specialists, Financial Managers, Transportation Engineers, and Structures Engineers, as needed, to clarify or resolve issues related to projects * Evaluate and recommend, or approve as delegated, requests for project authorization, concurrence in the award of contracts, participation in change orders and work orders for extra work, contract claims and reimbursement to the State, and acceptance of projects upon correction of deficiencies and completion of projects. * Provide policy direction and technical guidance to the State DOT on a continuing basis and on a less frequent basis to other agencies and organizations. * Represent the FHWA in contacts with the State DOT and other local agencies reviewing and approving actions and providing technical assistance related to highway transportation concerns as it relates to contracting and constructability. * Participate in and contribute to Division program management activity including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes. A government contractor-issued travel card will be issued and must be retained for official business only. * **PCS/RELOCATION/RECRUITMENT:** Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection. * **TOUR RENEWAL AGREEMENT TRAVEL:** This is authorized only for applicants who are recruited from outside of the state of Alaska. This law permits the agency to authorize payment for two round trips back to the employee's home beginning within 5 years after the effective date of their employment in Alaska. * **PROBATIONARY PERIOD:** You must complete a one-year probationary period (unless already completed). * **TIME-IN-GRADE:** Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. * **DEU REQUIREMENTS:** Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). **PLEASE NOTE: In addition to the salary shown above, the salary for this position will also include a COLA of 2.86% (2020) for Juneau, Alaska.** ** Qualifications** To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. **To qualify for the GS-11 on Experience,**

you must have at least one year of experience equal or equivalent to the GS-09 it must include: * **Experience related to transportation program management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods.** **To qualify for the GS-11 on Education alone,** you must have: * 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. * You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. **To qualify for the GS-12 on Experience,**

you must have at least one year of experience equal or equivalent to the GS-11 it must include: * **Experience related to transportation project management; planning, scheduling, and coordinating highway or transportation project activities; construction, design or contract administration for highway or transportation projects in accordance with regulations, standards, principles and methods; AND** * **Experience in consultation with others, developing viable alternatives and helping to resolve complex technical transportation issues or conflicts that arise with processes or outcomes.** You cannot qualify on education at the GS-12 level; you must have experience. **KNOWLEDGE, SKILLS AND ABILITIES (KSAs):** Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Knowledge of construction management principles and how they relate to the Federal-aid program, including highway transportation concepts, principles, and practices applicable to a full range of duties to resolve issues in highway planning, design, construction and maintenance functions. * Knowledge and skill to adapt standard practices or techniques in review of justifications for the development of plans for the improvement, alteration, and construction of existing or new highways. * Comprehensive knowledge of construction crafts, equipment, materials, and costs as applied to highway construction sufficient to make initial decisions on questions of value and usage on construction projects. * Comprehensive knowledge of Federal, State, and local laws, regulations and processes and the FHWA program policies and standards, and other national guidance related to the Federal-aid highway program, project development process, and the development, review and approval of PS&E to administer the Federal-aid program for assigned areas. This includes criteria related to Federal funding and project eligibility; development processes of NEPA; planning and programming of projects; plans development, specification writing and cost estimating; bid documents; context sensitivity; contract administration; and construction inspection.
