Job Description

Position Title: Financial Compliance Coordinator

Duty Station: IOM Washington, DC United States.

Classification: Grade G7

Type of Appointment: Fixed term, one-year contract with possibility of extension, Full-Time (100%)

Appointment is subject to funding confirmation.

Eligibility: US citizens and residents only (work visa or authorizations not permitted)

Estimated Start Date: As Soon As Possible

Salary: $7482.25 (Monthly)

Under the overall supervision of the Chief of Mission, technical supervision of the Senior Resources Management Officer (SRMO) in Washington, and under the direct supervision of the Head of Finance Unit and, in collaboration with Washington DC-based Project Managers, relevant units in Headquarters and Administrative Centres, the incumbent will assist in the provision of support services provided by the Finance Unit of IOM Washington, both on the global/organizational level as well as the local country offices in the US.

Responsibilities

  1. In collaboration with the Head of Unit, Senior Resource Management Officer, Legal Department, and other relevant units, collect information on US federal regulations, circulars, and standards relevant to financial aspects of donor awards, contracts, and agreements. Draft reports to inform relevant stakeholders of detected changes
  2. Assist in developing and maintaining financial compliance documents, procedures, and documentation specifically designed for US awards and programming. Update documents and materials on the office's shared portal, ensuring they remain current and accessible to all stakeholders.
  3. Support the Unit in performing financial close out of US awards and contracts ensuring adherence with the terms and conditions of the award and internal guidelines on project closure.
  4. As required, provide support on financial audits and reviews conducted by US agencies, auditors, and inspectors general, providing documentation, and data, to address audit findings and inquiries efficiently.
  5. Assist the Head of Unit by providing input to support IOM's negotiations with different USG donor agencies regarding financial components of frameworks and agreements, when necessary.
  6. Initiate regular updates of online databases, and registration services mandated by various US donor agencies, ensuring they contain comprehensive organizational information.
  7. Support knowledge management across IOM offices regarding US funding-related financial matters by assisting in the delivery of training sessions to inform relevant actors of regulatory updates and understand their implications for donor agreements and financial operations.
  8. In line with the plans and protocols, review financial transactions, procurement activities, and expenditures of US offices to verify compliance with internal policies and procedures. Produce draft detailed reports summarizing findings, identifying areas for enhancement, and addressing any concerns. Work closely with unit heads and relevant departments to report suspected fraud or compliance issues.
  9. Provide support to resource management units during internal control self-assessment exercises as well as to improve the budgetary and compliance activities of the country office. In collaboration with the Head of Unit, contribute to enhance business continuity planning efforts, implementing strategies to mitigate risks and bolster the operational resilience of finance departments.
  10. Assist in review implementing partner (IP) selection documents, agreements, project related project budgets to verify accuracy, consistency, reasonableness, compliance with internal policies and donor-flown-down terms and conditions.
  11. Assist in the review of financial reports including supporting documentation submitted by implementing partners in compliance with respective agreements and provide constructive recommendations to improve partners' accounting practices and overall internal controls in the finance area. Monitor resolutions on concerns raised. Provide technical guidance to implementing partners on IOM budgetary management and financial compliance rules, as well as those of the relevant project donor.
  12. Prepare financial reports on US funding trends, charts, and statistics.
  13. Perform other financial, accounting, and administrative duties as may be assigned.
Qualifications

EDUCATION
  • Bachelor's degree in business administration, Accounting, Finance, or related fields with five years of relevant professional experience, or.
  • School diploma with seven years of relevant professional experience.
EXPERIENCE
  • Experience in accounting, auditing, financial reporting, grants monitoring and budget tracking.
  • Superior analytical and critical thinking skills
  • High competency in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP or Oracle Fusion is a distinct advantage;
  • Strong written and communication skills, data analysis and presentation
  • Attention to detail, ability to organize paperwork methodically;
  • Discreet, details and clients-oriented, patient, and willing to learn new things; and
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
  • Experience in UN or IOM administrative and financial management, budget monitoring, cash management and internal control procedures is an advantage
  • Prior experience working on US funded awards and contracts, a distinct advantage
  • Certified Public Accountant or Certified Internal Audit certifications, a plus.
SKILLS
  • Strong knowledge of US government funding-related financial reporting requirements, federal rules and regulations concerning grants, a distinct advantage
  • Knowledge of International Public-Sector Accounting Standards, International Standards of Auditing, desirable
LANGUAGES

IOM's official languages are English, French, and Spanish.
REQUIRED: For this position, fluency in English is required (oral and written).
DESIRABLE: Working knowledge of Spanish
