Pays $31.25 per hour LOCATION: 444 Harrison Ave, Boston MA, 02118 JOB DESCRIPTION: SUMMARY OF THE POSITION: The Program Manager will provide supervision and leadership of the Workforce Development team at Pine Street Inn, a program that provides on-the-job training and employment training, supports and placement to adults experiencing, or formerly experiencing homeless using a Trauma Informed Care approach. The program serves individuals from diverse backgrounds, circumstances, and age groups. The Program Manager supports the WFD Director with program and outcomes, including, but not limited to, for the Food Service Training Program (FSTP) and Housekeeping Training Program (HKTP). The mission of the Workforce Development (WFD) program is to provide trauma-informed support services so that trainees can meet their special needs, heal, prepare to reintegrate into the community and traditional workplace, and break the cycle of homelessness. The incumbent is responsible for providing administrative oversight to staff; supporting staff so that they can create and maintain a respectful atmosphere that empowers trainees with a host of barriers to employment, to reach their highest level of independent functioning, achieve their highest level of self-sufficiency, and reintegrate to the community. Along with the Director of WFD, the incumbent will oversee the job training program curriculum offerings and service delivery mode, to ensure the provision of high quality support services. The Program Manager will also support the Director with the development of policies, procedures, and training program. The Program Manager will need to be a self-motivated individual with solid organizational and communication skills, and capable of project management. This position requires a great deal of tact, diplomacy, and creative problem solving in order to maintain our positive working relationships with our stakeholders, colleagues, and neighbors. REQUIREMENTS: Education/Training: + BA/BS Education and training (or equivalent experience) in workforce development , curriculum and/or adult basic education, or a related field + High degree of cultural sensitivity and ability to work effectively with diverse people and situations. Preferred: + Experience working with individuals experiencing homelessness with complex disabilities and facing significant barriers. + Proposal and grant writing experience Knowledge/Experience : + Minimum of three (3) years- experience working with unhoused individuals or similar client population + Demonstrated ability to develop partnerships with external agencies and resources + Ability to create and pilot new program initiatives in response to data trends + Extensive knowledge of workforce development principles, theories, and practices, especially as relating to vulnerable populations and populations with significant barriers to obtaining and sustaining employment + Demonstrated ability to establish priorities, implement plans, and meet deadlines + Ability to create and maintain reports for program management, partners, and funders + Ability to create and deliver presentations further to managing or extending relationships with funders, external partners, and internal program management and leadership. + Experience in creating and conducting workshops, developing presentations, and project facilitation + High degree of cultural sensitivity and ability to work effectively with diverse people and situations + Deep understanding and creative problem-solving mindset with regard to addressing the vocational barriers affecting vulnerable adults, including: mental health and/or substance abuse issues, homelessness, chronic unemployment, lack of education, housing instability, and other barriers. + Must be adept in using Windows 2010 programs with strong data entry skills PREFERRED: + Three (3) years- experience providing employment and training services to homeless and chronically homeless adults + Prior experience working with adults experiencing mental health and/or substance use issues + Experience and training in Trauma Informed Care + Lead staff in consistently delivering services that emphasize dignity, respect and fairness in all interactions with trainees and all those supported by Pine Street Inn. + Leading and Managing Change: Experience implementing change within a program or department. PHYSICAL ABILITIES: + Ability to stand and/or sit for long periods of time; use computer, calculator, fax, copier, and other office equipment + Ability to access different building locations and program sites + Ability to meet with external partners and funders in the greater Boston area + Ability to sustain energy in a sometimes stressful environment. + Flexibility to work or be available according to organizational demands. MENTAL ABILITIES: + Ability to make clear, concise decisions and solve complex programs. + Highly developed organizational skills, excellent written and verbal skills required. + Requires judgment in prioritizing the performance of tasks, duties, and responsibilities in accordance with written standards, policies, and procedures. + Must be able to perform a wide variety of difficult tasks at the same time + Must possess the ability to work independently and meet deadlines + Strong computer skills including familiarity with management information or database programs required + Ability to resolve conflicts diplomatically, to be decisive and to make professional judgments + Temperament to work with individuals with untreated mental illness and substance use disorder issues around employment needs and supports + Ability to provide counsel and referrals to program participants with a higher level of needs for intensive employment supports and life skills development + Ability to counsel other staff with regard to best practices in assisting participants with severe barriers to employment stability WORKING CONDITIONS: + Ability to work cohesively with staff and other departments in an open office environment. This includes oversight of recruitment, orientation and onboarding, life skills workshops, curriculum development, job placement and career advancement, and retention. + Provides leadership and sets a tone of respect and support for trainees and staff. Coaches and supports staff so they can in turn provide training, services, and supports to trainees in a strengths-based, person-centered way in making intentional progress towards increased autonomy, gainful employment, improved life skills, and enhanced quality of life. Provides administrative supervision to the direct reports according to program policies. + Oversees the management of recruitment, orientation, curriculum development and overall training offerings to ensure that the services provided are valued and beneficial to trainees- goals and the Inn-s mission and outcomes. + Works with the entire WFD team to develop and enhance curriculum and skills building related to career pathway exploration and goal setting. + Demonstrate and support organizational efforts around diversity, equity and inclusion. + Provides the Job Training Program supervisors with workplace behavioral support of trainees when required. + Conduct the team meetings/staff meetings, case consultations to provide education treatment planning, activity planning in conjunction with Director of Workforce Development and other stakeholders as needed. + Provide continual quality assurance around documentation and training for direct reports, and the entire WFD department. Ensure that standards of procedures (SOPs) are in place for documentation in the HMIS data system and all WFD databases (i.e. AirTable, Sharepoint, Clarity, etc). + Maintain and manage contract compliance, program statistics, and monthly reporting as outlined in and as required by funding sources. Responsible for meeting funding source requirements and achieving projected outcomes. + Coordinate and serve as liaison with other departments around the Inn to provide seamless operation of the program, including but not limited to Facilities, Food Services, Emergency Services, Housing, Boston Healthcare for the Homeless, Advancement Department, and others. + Meet for regular supervision with the Director of Workforce Development. + Advocate within the mental health system and internal PSI supports for timely and appropriate services for trainees as needed and requested. + Network with other Workforce Development programs in Metro Boston to generate ideas, possible program integrations, to enhance program services. + Manage the staff schedules and work assignments for all direct reports. Assist the program staff with coverage when needed. + Work closely with the WFD Director to define, streamline, and implement policies and best practice guides, creating systems that will enhance overall accountability for the department. + Participate in collaborative networking with PSI departments and programs to share knowledge and experience and to ensure consistent policies and procedures. Maintain quality communication with other programs at PSI, reinforcing PSI-s ongoing commitment to encouraging access to Job Training Program and work opportunities for PSI guests. + Cultivate and manage all WFD volunteer relationships, including Make Your Change Count (volunteer-led team). Ensure volunteers are following the Inn-s policies, and that they are valued for their service and efforts. + Develop and maintain a robust internship program working with local universities and colleges to enhance the service-delivery of programs for program participants. + Serve as a liaison with external organizations and referral partners. Maintain regular and positive communication with these stakeholders and funders; develop and maintain other collaborative partnerships as needed. + Performs other related duties as required.
