A. PURPOSE

Under general direction from the Chief Human Resources Officer, the payroll manager primary duties are to oversee payroll administration directly related to general business operations for multiple sites. The payroll manager uses independent judgement and is responsible for monitoring all tasks necessary to accomplish the organization’s payroll processing objectives, including relationships with external auditors and state and federal agencies. The Payroll Manager is responsible for ensuring accurate and timely payroll processing and reporting in accordance with policies and procedures. The majority of the employee’s time is spent planning, coordinating and managing the functions of the payroll department.

B. DUTIES

General Overall Duties

Employees holding this position will be required to perform any other job-related duties as requested by upper management.

Analyzes, prepares and inputs payroll data for multiple sites. Uses automated system to produce accurate and timely payroll. Ensures compliance with all applicable state and federal wage and hour laws.Analyzes, prepares, reports for temporary agencies, audits for billing accuracy. Makes administrative decisions to support process changes.Prepares weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.) for management.Maintains current knowledge of applicable state and federal wage and hour laws.Stays current on payroll systems to achieve alignment with HR benefits and other related and to ensure effective accounting support.Performs various journal entries, account reconciliations, and provides general ledger support.Facilitates management and employee understanding of payroll procedure.Manage and support the process to prepare, review, audit and submit bi-weekly payroll.Manage and Enforce wage garnishment orders.Maintain accurate and current data in the employee payroll system and records.Maintain and ensure the accuracy of the Time and Attendance system in ADP.Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations.Audit W-2s, payroll balance sheet accounts, YTD earnings, etc.Provide payroll related data to auditors and tax accountants.Transfer 401(k) employee deductions to benefit plan.Facilitate periodic training on payroll policies and procedures and the electronic timekeeping system.Reviews current processes and procedures to improve efficiencies and to optimize the use of technology.Maintain compliance for Federal, State, Local, and internal including 60 hour max, and day of rest.Competencies
