The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH), the United States Air Force School of Aerospace Medicine (USAFSAM) and the Human Systems Integration Directorate (HP). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. Reef Systems is seeking technical support a Medical Simulation Operator for the United States School of Aerospace Medicine (USAFSAM) for the Center for the Sustainment of Trauma and Readiness Skills (C-STARS) at Wright Patterson AFB, OH.

Mandatory Qualifications

:

Excellent interpersonal skills are required. Excellent writing and verbal communication skills are required. Proficiency with word processing software and SharePoint applications is required.

All contractors must meet the requirements and/or be in one of the following categories:

Current in and maintain a National Registered Paramedic (NRP) certification.

Paramedic equivalent medical knowledge (with RN level preferred) as the Simulation operator in order to be able to manipulate physiological data and interpret participants response to simulated scenarios.

Must maintain Basic Life Support-Health Care Provider (BLS-HCP) certification

Five years of clinical experience in military or civilian setting

Contractor shall have at least three years experience in the programming of human patient simulators using Laerdal, Gaumard & CAE operating systems.

Prior experience in course development and education methodology.

Contractor shall have knowledge of Trauma clinical skills, procedures, processes to include: AFMS Clinical Practice Guidelines (CPGs),

Contractor shall have knowledge and understanding of applicable Air Force and professional standards. Knowledge of military and civilian guidelines, policy & procedure through successful completion of USAFSAMs and Departments orientation programs is required.

Contractor must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary in order to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.

:

Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on this contract must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card (Green Card) does not equate to U.S. citizenship.

Highly Desired Qualifications

:

One year of military medical/military deployment experience.

Experience with Learning Management Systems, Audio/visual solutions, moulage creation & application, hyper-realistic simulators and task-trainers

Duties & Responsibilities (Administrative and Functional Support)

:

The contractor shall provide technical expertise and support on operating a high-tech patient simulator system, assist in developing metrics to validate a simulation-based team training program. Will assist with the use of advanced learning technologies and methodologies to improve medical education and training for healthcare teams for the purpose of improving patient outcomes. Provide technical and analytic support for the Team Training Program at USAFSAM. Contractor will be working with the USAFSAM/ET personnel to provide digital video recording support, maintenance of existing equipment, analysis of team training measures, design of simulation scenarios, technical expertise in running simulators within a constrained/controlled simulation environment. Contractor will also provide support for digital video recording and simulators for other C-STARS training platforms.

Contractor shall be using a state-of-the-art, Learning Management system. Primary support will be used to view and evaluate rotators during the performance of initial and post trauma assessments for later analysis and end-of-scenario feedback of all team and leadership

performance measures established by USAFSAM.

Contractor shall provide analysis gathering of team performance during pre and post- simulated conditions in order to establish correlation between pre and post-performance. Contractor shall utilize and complete collect and track simulation evaluation tools.

Contractor shall also assist with development, data collection, data analysis, and administration of all pre and post simulation scenarios.

Contractor shall prepare training environments, perform operations and recover equipment and environment for scheduled training and upon request by USAFSAM Staff

Contractor shall conduct orientation to the simulation equipment, environment and provide overview of the human patient simulator.

Contractor shall assist in the management and support daily operations of the simulation training program.

Contractor shall assist in the development of simulation program validation metrics.

Contractor shall work cooperatively with the applicable program analysis, course curriculum advisors, course program director, IM/IT, medical logistics, and site simulation center leadership to identify operational needs. Based on these identified needs, the contractor shall develop recommendations to address simulation/course shortfalls.

Contractor shall provide assistance to the program course director during the patient simulation scenario review process.

Contractor shall develop and provide training, safety and maintenance materials appropriate to the operation of all simulation equipment as directed by the Simulation Program Coordinator or as warranted by operational necessity.

Contractor shall attend all strategic planning meetings and teleconferences, as well as meetings and conferences for the purpose of improving the patient simulated course experience and delivery of course content.

Contractor shall assist and provide guidance to simulation center set-up, and shall provide consultative assistance to program course management regarding future site expansion, as well as high-fidelity HPS recommendations.

Contractor shall ensure that simulation education, program key elements, and learning objectives are taken into account, and shall ensure simulation training outcome measurements meet course and skill sustainment requirements.

Contractor shall be responsible for reporting needs regarding simulation supplies & equipment in support of course training scenarios targeted to meet identified learning objectives.

Contractor shall effectively operate simulation equipment, task trainers, computerized Hi-fidelity simulators, and virtual reality procedural trainers individually or in combination with the ability to follow legitimate medical aspects of scenarios, and shall make appropriate adjustments based on participant actions or inactions PRN.

Contractor shall create troubleshooting documents, simulation checklists, and simulation lesson plans/scenarios for simulation equipment. These products will be forwarded to the program course director for review.

Contractor shall support USAFSAM simulation research projects within the capacity of contractor PWS

Contractor leave request/projections will be provided to ET Academic and Readiness Operations Division Chief at least 10 work days in advance via email to meet local policy. Absence during scheduled course dates will be avoided.

Contractor shall assist with train-the-trainer activities and basic equipment troubleshooting items for the purpose of training additional cadre members.

Work Location

:

Dayton, OH 45433. Temporary alternate work locations may be assigned as circumstances dictate by the Government.

Work Schedule

:

Work schedule is normally Monday Friday, 7:30 AM -4:30 PM; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible, it will not exceed 40 hours per week.
