We are actively seeking an experienced Acquisition and Sustainment Program Manager who will be primarily responsible for supporting the Air Force Security Assistance Directorate (AFSAC)/WFO Wright-Patterson AFB, OH. 

 

The Air Force Security Assistance Directorate (AFSAC) delivers airpower capabilities to strengthen international partnerships and advance national security by providing Foreign Military Sales (FMS) support to all United States (US) partner nations, world

Responsibilities include, but are not limited to the duties listed below:
Provide Senior Program Management support to define, document, and track capabilities and requirements for Technical Security Team (TST) End Use Monitoring oversight in support of the Congressional Mandate to provide 24/7 on-site USG presence for the oversight of the F-16 and related equipment. 

Accompany and assist the AFLCMC/AFSAC/WFEAB USG Program Team with traveling into Pakistan observing and documenting the efficiency of the TST Base Security and Life Support oversight process,  to provide a categorical breakdown of any recommendations for improving efficiencies through staffing, advance planning, property management, vehicle maintenance,  facility maintenance, food services operations, billeting management and revision/adaptation of the checklists/inspection processes/and associated Pakistan Air Force (PAF) Standard Operating Procedures (SOPs).  This includes identification of electronic surveillance improvements, uninterruptible power supply/generator upgrades, use of RFID identification tags, artificial intelligence (AI) or other means, as identified.  

Support and interact with foreign liaisons on an as needed basis, including assist in providing reference material so foreign liaisons can address security oversight, housing, vehicle, medical, travel and other issues.    

Develop and prepare briefings in required format to provide program status for review and approval by Government program manager.

Arrange and support various program actions, including the reviewing all program related deliverable for the TST program, to include meeting attendance and preparation of meeting minutes. 

Assist with the development of documents, such as, but not limited to:  Memorandum of Agreement (MOA), Memorandum of Understanding (MOU), Statements of Objectives (SOOs), Performance Work Statement (PWS), Contract Data Requirements List (CDRL), Statements of Work (SOWs), weapon system/subsystem Requests for Proposal (RFPs), Work Breakdown Structures (WBSs), mission need statements, Operational Requirement Documents (ORDs), Initial Capability Documents (ICDs), Capability Development Documents (CDDs), market survey requirements, life cycle support plans, life cycle cost estimates, milestone documentation, the pre-/post-Acquisition Strategy Panel (ASP), and source selection activity.

Assist with coordination of documentation between acquisition program management resources and functional resources (to include financial management, contracting, engineering, logistics, equipment specialist, cybersecurity, security, and manpower) and assist with the consolidation of functional inputs into common documents. 

Produce, or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance. 

Plan, organize, complete, and present assessments of cost, budget and schedule implications.

Conduct research of cost, budget, schedule, and related technical, performance, and program data to enhance analysis and estimating capabilities (research includes inputs to program financial management, budget and financial analysis, obligation and expenditure forecasting, unliquidated obligations, funds management, funds status, funds control techniques, and reconciling budgetary or financial data). 

Provide support for the full spectrum of actions required to award contracts, delivery orders, task orders, and other transactions, to include acquisition/contract strategy development, analysis, Request for Proposals (RFP), review of proposals, contract negotiations, and post award actions as assigned by the Government for the TST case. 

Provide support for project management, process improvement support and participate in process improvement activities as members of, or advisors to, IPTs and product/Process Improvement Working Groups. 

Develop schedules and metrics to track program status. The Contractor shall monitor, track, and report milestone and implementation status.

Coordinate program schedules to meet TST security oversight mission requirements.

Identify and assist with resolution of program management issues. 

Accomplish OCONUS and CONUS travel in support of TST F-16 Oversight program meetings, reviews, audits and other activities held at U.S. and foreign Government and contractor facilities. 

Assist with cost estimates for all phases of acquisition and sustainment programs in support of Cost as an Independent Variable, Reduction in Total Operation Costs, Life Cycle Cost Analysis, and Cost and Economic Analysis. 

Perform analyses to support program strategy decisions and course of action. 

Provide program assessment for integration of documentation to ensure consistency with program strategy and consistency across all documentation. 

Provide inputs, draft, coordinate with appropriate AFLCMC/AFSAC WFE Program Office and /or other Government agencies, adjudicate comments, and produce final versions of coordinated documents and assessments. 

Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for approval. 

Interface and coordinate with senior Department of Defense leaders, Senior Department of State officials, AFLCMC/AFSAC leadership headquarters, MAJCOMs, and Senior Foreign Government Official to accomplish assigned tasks. 

Support key acquisition events and reviews as needed, including, but not limited to: Executive Program Management Reviews (EPMRs), Program Management Review (PMRs) and financial Management Reviews (FMRs). 

Assist in the review and analysis of the Technical Security Team Prime Contractor and Subcontractor earned value management systems. 

Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed. 

Provide knowledge of program operations and interrelationships, along with broad analytical ability to assess program accomplishments with a high degree of product knowledge and technical judgement ability to recommend resolution options to substantive problems.  

Assist in integration of intelligence information and infrastructure support of cross-enterprise capabilities planning and implementation into the program security oversight process. 

Assist with oversight of vehicle fleet management processes and status reviews for proper and sound execution of maintenance management operations.

Assist with oversight of engine depot management, scheduling and business processes to support the sustainment of the engine and ensure the needs of the user are met.

Monitor routine vehicle maintenance execution and advise Government program managers of appropriate actions to ensure vehicles can meet mission requirements. 

Support cost, schedule, and performance management of the security and base life support operations and management for the Technical Security Team program.

Coordinate program support activities, facilitate meetings, capture meeting minutes and action items, and provide related information to leadership as needed. 

Minimum of five years of experience in the FMS life cycle providing program support and Iraq, Afghanistan, or Pakistan.  

Education, Requirements and Qualifications:
Clearance: Must have or be able to obtain and maintain a Secret clearance

Master’s Degree in a related field and ten (10) years of relative experience, five (5) of which must be in the DOD or

Bachelor’s Degree in a related field and twelve (12) years of relative experience five (5) of which must be in the DOD or

Fifteen (15) years of directly related experience, eight (8) of which must be in the DOD

Familiarity with Chapter 8 | Defense Security Cooperation Agency DoD, AFMCI 16-101Security Cooperation and Security Assistance Management, Air Force and lower-level acquisition and contractual policy, publications, supplements, manuals, etc. (e.g., DoDI 5000.2), as well as other applicable documents and regulations, systems, and guides as they relate to end use monitoring and base life support functions 

Working Conditions and Physical Requirements:
May be required to lift 50 lbs.

May be required to travel within the organizational geographic area of responsibility
