About the Position
This Budget Manager leads the budget planning and execution functions of OIM and provides oversight and execution of the Office’s Federal Transit and Federal Highway Administration funding. This includes revenue forecasting, budget formulation, budget execution, grant management, expenditure analysis, performance budgeting, legislative fiscal analysis, ensuring maximum use of federal funds and minimizing impacts of fund lapses.
Your duties and responsibilities will include, but are not limited to, the following:
Create, direct, and coordinate all activities related to building, managing, and reporting on OIM’s budget.
Oversee the management and execution of the overall Federal Transit Administration funding and related procedures, along with Federal Highway Administration Funds administered by OIM.
Lead and manage all project program and budget functions and processes within the Office, including federal and state funds management using the Federal Transit Administration (FTA) TrAMS system, CDOT’s COTRAMS system and any successor systems.
Oversee the budgeting process, which includes planning, organizing, preparing, analyzing and reviewing: revenue forecasting, resource allocation, legislative analysis, budget supplements, budget transfers, annual financial reporting, emergency budget requests, decision items, cash forecasting, budget performance management, budget transparency.
Analyze the Office’s spending patterns and make recommendations regarding efficient and effective organization of the budget.
Provide financial and fiscal analysis for any new initiatives, legislative proposals, or OIM projects. Lead response efforts when receiving requests for financial information. Determine cost estimates for any new programing or new initiatives, this includes fiscal note responses for proposed legislation.
Provide leadership and act as liaison on all OIM financial and budget topics that involve other divisions or stakeholders.
Respond to stakeholder requests by gathering information from systems including SAP, TRAMS, COTRAMS and others, researching or investigating the issue, analyzing available data, and making recommendations on possible solutions.
Communicate effectively and frequently both within and outside of OIM to ensure that assigned stakeholders are aware of and understand and follow all guidelines, policies and processes throughout the budget cycle.
Provide regular reporting on the budget and other financial information, with a focus on transparency, accuracy, and accessibility.
Proactively identify opportunities to improve OIM’s processes, service delivery, and transparency.
Maintain an organized repository of resources to build expertise in assigned program areas and identify opportunities for cross-training with other OIM staff.
Provide best practice and regulatory information to all stakeholders regarding federal fund processes and compliance.
Coordinate with the Division of Accounting and Finance to ensure efficient and timely processing of transit and mobility grants, etc.
Produce an annual revenue projection and reconciliations and other tasks related to FTA funds and FHWA funds administered by OIM.
Lead the implementation, maintenance, and use of business intelligence tools to support budget reporting and analysis needs of the organization leveraging data from SAP, TrAMS, COTRAMS and any successor systems.
