Job Title: Research Budget Support

Client: United States Air Force Academy (USAFA)

Location: Air Force Academy, CO (USAF Academy, CO)

Inalab Consulting has a contingent opening (based on contract award) for a Research Budget Support to manage the United States Air Force Academy (USAFA) requires A&AS support to augment Government staff in the performance of Office of Budget Operations functions in the following areas: Operations and Maintenance (O&M) Budget Support, Research Budget Support and International Programs Budget Support.

The Contractor shall advise and assist the Government in the planning, execution and management of all Research program efforts on this task order.

Research Centers and Institutes Support

  • The Contractor shall provide research budget support to the USAFA Research Center and Institute resource advisors.
  • The level of research budget support services provided shall be sufficient for the increased number of assigned USAFA Research Centers and Institutes.
  • The Contractor shall provide resource advisors with recommendations on policy for program funding efforts.
  • The Contractor shall process research documents (such as load sheets, journal vouchers, 1080s) to the appropriate government financial office for action.
  • The Contractor shall monitor, track, and review research obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences between automated budgetary system reports and corresponding funding documents in preparation for Office of Research biweekly meetings with cost centers.
  • The Contractor shall identify and recommend to the Government corrective financial action as needed.

Research Budget Management Support

  • The Contractor shall assist Office of Research leadership regarding research budget program initiation, monitoring and support.
  • The Contractor shall help facilitate correspondence and interactions between Office of Research leadership, Office of Budget leadership, USAFA/FM, and 10 CONS, as necessary.

Research Budget Team Support

  • The Contractor shall monitor monthly reviews, DAR-Q reporting, unfunded requirement (UFR) reporting, year-end closeout and tri-annual reviews to recommend proper and full use of research funds.
  • The Contractor shall utilize common budgetary methods and techniques, apply basic statistical formulas, and contrast/compare current and historical research budget data as needed.

National Science Foundation (NSF) Higher Education Research and Development (HERD) Survey

  • The Contractor shall provide assistance, as required, with preparation and delivery of the annual NSF HERD Survey as it relates to USAFA research funds.
  • The NSF HERD Survey is the primary source of information on research and development expenditures at higher education institutions in the United States and outlying areas.
