SUMMARY DESCRIPTION:
Under direction, oversees and manages the preparation, completion, and implementation of the local annual capital budget, associated six-year Capital Improvements Program (CIP), and the state CIP, including associated state-funded programs.
Responsible for all functions and activities associated with obtaining, processing, and tracking state school construction aid and related state funded programs.
Provides leadership, support, and coordination of the day to day operations of capital projects. Responsible for coordinating and tracking capital projects. Carries out directives from the associate superintendent to work with schools, staff in central office, and members of the community. Keeps the associate superintendent of the Office of Facilities Management (OFM) apprised of matters related to the budget, finances, and other operational issues. Works independently to prepare recommendations and fiscal impact information for the associate superintendent of OFM, Executive Staff, and the superintendent of schools. Serves as the MCPS primary expert on the local and state CIP and represents MCPS at County Council meetings, state review meetings, citizen advisory board meetings, and community meetings.
Provides supervision and leadership.
Prepares correspondence in response to requests from members of the Board of Education, parents, or other citizens.
Performs more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending planning and budgetary strategies to the associate superintendent and Executive Staff.
Nature of the work requires extensive interaction with Executive Staff, County Council and county executive offices, state officials, MCPS management personnel, school staff, and the public.

Qualifications:
KNOWLEDGE, SKILLS, and ABILITIES:
Considerable knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures, and management analysis techniques. Ability to analyze complex organizational procedures and recommend solutions and scenarios for budgetary problems.
Demonstrated ability to analyze complex problems and to prepare effective reports and correspondence.
Ability to work effectively with other MCPS departments and stakeholders. Thorough knowledge of public participation processes.
Ability to prepare presentations and facilitate community meetings. Understanding of MCPS organization, operations, goals, and priorities. Good user knowledge of computerized information systems.
Excellent communications and interpersonal skills.
EDUCATION, TRAINING, and EXPERIENCE:
Graduation from an accredited college or university with a major in public or business administration or related field.
Master's degree in public or business administration or related field desirable.
Considerable responsible work in public sector planning, budget preparation, including development of capital improvements programs, and administration.
Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
