Summary

The Support Functions Manager and Health and Safety Program Manager is responsible for the development, implementation, and management of health and safety programs within the Krome Immigration Detention Center. This role ensures compliance with local, state, and federal health and safety regulations, ACA and PBNDS standards, and promotes a culture of safety among staff and detainees. This position reports directly to the on -site Project Manager.

*Please Note: This position is contingent upon a contract award. We will not be actively responding to applicants until there is a need to move forward with this position.

Essential Duties and Responsibilities

  • Development and execution of the company and client's safety programs in accordance with OSHA, ACA, PBNDS and contract compliance requirements.
  • Coordinate with corporate safety manager for technical guidance.
  • Participate in scheduled corporate SHEP meetings. Actively promote a robust safety culture amongst subordinate staff.
  • Developing and executing Safety Training program per contract requirements; blending safety training into pre-Entry on Duty and annual refresher training curriculums.
  • Conducting daily safety inspections of installed safety equipment, such as fire extinguishers, first aid and lifesaving equipment, etc.
  • Submit work requests as necessary to repair any device found to be unsafe.
  • Inspecting various areas for safety and sanitation compliance such as food preparation and service areas, restrooms, showers, etc.
  • Research training resources and materials to enhance employee safety through training. Maintain library of safety training materials.
  • Provide safety training to employees after any accident or safety related incident.
  • Ensure facility compliance with PBNDS, ACA, OSHA, and contract safety requirements.
  • Conduct Daily unannounced random shift-by-shift site/department inspections to ensure safety compliance. identify root causes, provide a safety analysis report and recommend corrective actions to the AFD after each inspection.
  • Conduct safety investigations into workplace injuries and provide reports with recommendations and corrective actions to the Assistant Facility Administrator and Corporate Safety Manager.
  • Maintain accurate records of safety-related incidents and provide regular reports to senior management.
  • Submit employee disciplinary action reports to the AFA for violations of safety procedures and unsafe acts.
  • Collaborate with medical staff to address health concerns within the detention center
  • Develop proactive safety programs to increase employee awareness of workplace safety and reduce workplace injuries.
  • Maintain injury report data and any OSHA required reports/logs. Other duties and responsibilities as assigned.

Minimum Qualifications
  • Must be at least 21 years of age
  • Associates degree or a minimum of two years of experience in program development and oversight of OSHA programs and facility safety programs.
  • Combined three years of educational and work experience, which can include detention center or similar environment.
  • Knowledge of local, state, and federal health and safety regulations, ACA standards, and PBNDS.
  • Excellent communication and leadership skills.
  • Ability to handle sensitive situations with discretion and professionalism.
  • Proficiency with scheduling software.
  • Current First Aid/CPR Certifications required (or ability to obtain).
  • US Citizen or Legal Permanent Resident eligible for employment on DHS contracts.
  • Possess a Social Security Card issued and approved by the Social Security Administration
  • Pass an Employer sponsored Criminal Background Check
  • Must be able to obtain a Favorable Suitability for Employment determination from ICE
  • Bilingual in English and Spanish.
  • Fully vaccinated against COVID-19
  • Valid Driver's License with clean driving record, able to operate company vehicles.
Preferred Qualifications
  • Bachelor's degree in Correctional Administration, Criminal Justice, health and safety or related field
  • Certified Safety Professional (CSP) or equivalent certification is preferred
  • Actual ICE detention or correctional safety officer experience
  • Experience and knowledge of Alaska Native cultures

Physical Demands

The employee is regularly required to talk, including the ability to pass on information via the telephone, and verbally communicate with clients, staff and other employees, hear and see in order to perform his or her duties in a safe manner, including occasionally driving. The ability to lift up to 25 lbs, walk, bend, push, pull and stand is needed to perform all requirements of this position.

Work Environment

The work environment characteristics described in this job description are representative of those an employee encounters while performing the essential duties and responsibilities of this job.

Work areas will include all areas of the secured facility, weapons training and qualification ranges and often works alone. Works in a detention setting requiring attentiveness and staff safety. Exposure to climatic conditions experienced throughout the year in South Florida, with exposure to sun, extreme heat, cold and rain; some noise and chemicals. Overall demands of this position are moderate.

Work Schedule: Day shift but may be required to work occasionally greater than 40 hours/week. May be required to work swing and grave shifts.
