About the division: The Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health, PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency programs, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget. About the position: This Fiscal Analyst 4 position serves as the principal assistant to the P1 Accounting Unit supervisor and works independently under general supervision and is responsible for Medicaid reconciliations and fiscal resolution, general ledger reconciliations, financial report analysis, and planning and organizing fiscal policies from development to implementation. This position is eligible to telework part-time but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis. Some of what you will do: As the principal assistant to the section supervisor, perform financial reconciliations of Provider and Insurance cash receipts for the agency’s Medicaid Program. Provide guidance and support to the financial analysts on reconciliations of provider and insurance accounts. Approve gross adjustments for program payments and specifically communicating with program managers and using knowledge of the HCA chart of Accounts to ensure proper accounting for these transactions as they affect budget and forecasting for management. Serve as the subject matter expert and primary contact on the most complex provider and insurance reconciliations. Serves as the unit lead in the absence or unavailability of the supervisor, providing direction and/or assistance staff as a subject matter expert. Provide expert knowledge of P1 Accounting processes to include cash receipting for invoiced Providers and Third Pary Liability (TPL) organizations, processing of credit entries, retroactive adjustments, reconciliations, and TCN changes. Work with supervisor to coordinate technical analysis of reconciliations, processes, procedures and/or transactions. Review and maintain internal controls. Work with P1 Accounting staff to monitor receivable processing between invoicing and accounting units. Perform analytical procedures of the P1 Accounting Unit financial data and reports to ensure compliance with account principles including internal controls, timely processing of transactions, and fiscal year reporting. Required qualifications: Minimum education/experience Qualifying candidates will meet one of the following criteria options: Option 1: A master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant. Option 2: A bachelor’s degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Two (2) years of relevant professional experience. Option 3: An associates degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting. Four (4) years of relevant professional experience. Option 4: Six years of relevant professional experience. Preferred qualifications: Professional level experience with the Federal Medicaid Program, cash applications in the ProviderOne system, or claims processing. Demonstrated ability to: Use the Internet, a personal computer, keyboard, mouse, and 10-key calculator. Display professional written and oral communication skills. Work in a diverse environment. Establish and maintain cooperative and effective relationships with others. Apply effective problem-solving techniques when interacting with others. Use a wide variety of adult learning styles to meet the needs of a diverse staff.
