Job Description:

The Senior Director for Debt Finance will be responsible for planning, implementation, and day to day management of all operational activities of the Systems debt finance program. Principal duties and responsibilities will include:

  • Develop and recommend system debt finance strategies to senior finance leadership. Review and make recommendations regarding debt financing proposals submitted to the Corporation, including capital leasing and bond refunding.
  • Manage system bond issuances working with the financial advisor, underwriters, and the City of New York. Review, analyze and prepare various related documents; coordinate production of due diligence documents and bond offering statements; analyze proposed financing options; prepare and coordinate credit rating agency presentations and other related tasks.
  • Manage all on-going maintenance activities associated with outstanding debt, including:
  • Monitor weekly rates, estimate interest rate and interest payment projections, budget and monitor debt service payments
  • Prepare and submit quarterly and annual financial disclosure materials to the EMMA website and Letter of Credit provider banks
  • Coordinate with bond counsel to ensure timely completion and submission of arbitrage rebate reports
  • Negotiate rates on Letters of Credit for outstanding variable rate bonds
  • Process drawdowns of debt funding and maintain all required records and documentation.
  • On a quarterly basis, update current year and 4 year forecasts of debt service on HHC bonds
  • On a monthly basis, calculate the tri-party debt service payments on the variable rate bonds
  • Review, analyze and prepare various documents associated with equipment loans; manage all on-going maintenance activities, including:
  • Process drawdowns of loan proceeds, including submission of all required documentation to the escrow agent maintenance of accurate records
  • Monitor spending, update the equipment master file and list all equipment substitutions
  • Review and analyze information regarding debt issued by the City of New York to support the systems capital needs; assist in preparation of analysis and reporting to support reflection of City issued debt expense in the systems general ledger and cost reports.
  • Provide all necessary information regarding debt finance to the Corporate Comptrollers Office, including:
  • Prepare fiscal year end Transferred Capital Assets Reports by financing source for the Fixed Assets Unit in the Comptrollers division.
  • Prepare quarterly reports that reconcile capital payments from the City of New York which are shown in the Citys FMS (Financial Management System) against the Corporations OTPS (other than personal services) system
  • Prepare and present reports for the semi-annual meeting of the HHC Capital Corporation board.
  • Maintain and manage relationships with investors, underwriting firms, financial advisors, bond counsel and various departments within the Corporation.

Minimum Qualifications:

  1. A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
  1. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
  1. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelors Degree.

  • Baccalaureate degree from an accredited college or university.
  • Seven years of relevant work experience, such as investment banking analyst/manager, debt finance analyst/manager, credit analyst/manager, loan administration analyst/manager, or other related field.
  • Direct knowledge and experience in investment banking or municipal debt finance highly preferred.
  • Management experience .
