Minimum Qualifications: Candidates must have an Associate's Degree in Early Childhood Education or Human Services, Public Health and possess an equivalent of 3- 5 years' experience working in Early Childhood Education or a Social Service setting.

Work Schedule: 12-month position, 8:30 a.m.-4:30 p.m. or 9:00 a.m.-5:00 p.m.

Terms of Employment: All recommendations for employment for the position of the Head Start ERSEA Coordinator must be approved by the New Haven Board of Education and the Head Start Policy Council.

Job Goal: The Head Start ERSEA Coordinator will serve as the liaison between the Head Start Program and the Office of Choice and Enrollment, the Family and Community Engagement Coordinator and Health staff. They will interface with the Student Enrollment Coordinator to ensure that all enrollments and withdrawals have been completed in compliance with applicable state and federal laws, district policies and procedures, as well as Head Start Performance Standards. The Head Start ERSEA Coordinator will verify and audit the required selection and eligibility system and income calculations on a regular schedule. They will be responsible for vetting complete files and overseeing the workflow of students' files from the point of registration through enrollment. They will be responsible for tracking and monitoring student attendance. The Head Start ERSEA Coordinator will work collaboratively with Head Start and District personnel to market, advertise, and recruit students/families to the Head Start Program.

Performance Responsibilities:
Collaboratively with the Department of Choice and Enrollment designs, maintains, and coordinates a year-round formal system for recruiting and enrolling children in the Head Start Program using current data from the community assessment.
Organizes Head Start Outreach efforts and attends community events representing and promoting the program in order to build community partnerships and foster relationships.
Develops systems to support appropriate data collection and input into the COPA management system in alignment with Head Start Program Performance Standards
Ensures that eligibility policies and procedures include, but are not limited to, eligibility terms, identified requirements, applicable poverty guidelines, violation protocols, over-income and disabilities percentages, and the local policies and practices used to adhere to federal guidelines.
Develops a system of ongoing monitoring to measure the effectiveness and continual improvement of enrollment practices.
Provides training for the Leadership Team, Family Advocates, Governing Body, and Policy Council. in the Head Start ERSEA policies and procedures.
Completes, reviews, and verifies the Head Start Eligibility Verification form and Income file, or its contents, to ensure all required verification is included in the eligibility and income determination record.
Manages Head Start ERSEA office and any associated part-time staff members.
Updates data-informed and transparent selection policies and procedures annually to ensure the neediest children are identified and recruited.
Monitors attendance and analyzes internal data to identify causes and patterns on inconsistent attendance. Coordinates attendance initiatives program-wide. Barriers to consistent attendance for vulnerable populations are identified and supported.
Attends and participates in all Leadership Team meetings, monthly Policy Council and other meetings as required.
Participates in the community assessment process, to ensure the program uses up-to-date, reliable, aggregated community assessment data to establish the selection criteria and scope of services.
Collaborates with health team and Family and Community Engagement Coordinator to ensure cross team training, attendance and planning of events, and support for families inclusive of resources provided by community partners.

Minimum Qualifications:
  • Ability to effectively community verbally and in writing
  • Experience working in low income diverse communities preferred
  • Events may require some evening and weekend attendance
  • Bilingual Spanish-English preferred
  • Pass physical examination, background check, and fingerprinting screen
  • Computer literacy in email, word processing and internet navigation
