Director of Human Resources General Description: Under the direction of General Counsel, the Director is the functional head of the Humans Resources directorate and oversees all aspects of human resources practices and processes. Human Resources staff is located at MARS. It is preferred that the HR Director be based in the Norfolk office, but it is not required. Responsibilities and Duties: Direct, supervise, and monitor the performance of the HR staff Develop and implement HR strategies and initiatives aligned with Virginia Commercial Space Flight Authority’s (VCSFA) overall business strategy Bridge management and employee relations by addressing demands, grievances or other issues Manage the recruitment and selection process Support current and future business needs through the development, engagement, motivation and preservation of human capital Develop and monitor overall HR strategies, systems, tactics and procedures across the organization Nurture a positive working environment Oversee and manage a performance appraisal system that drives high performance Maintain pay plan and benefits program Provide guidance and coach supervisors on disciplinary matters, disputes and investigations, and performance; recommend transfers, reassignment, termination and disciplinary actions Serve as a subject matter expert on HR practices and draft and interpret rules, regulations, policies, and procedures; advise on trends or challenges and recommend appropriate courses of action Provide guidance regarding talent management, productivity, recognition and morale, and training and development Conduct research and analysis of organizational trends Perform other duties as required The above statements are intended to describe the general nature and level of work being performed by people assigned to this title. Job-Related Experience: At least five years in a Human Resources role, and at least two years in a supervisory role. An equivalent combination of training and experience may substitute for a degree. Experience working and/or familiarity with state agencies, authorities or other governmental entities preferred. Certifications: SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) or HRCI Senior Professional in Human Resources (SPHR) or HRCI Professional in Human Resources (PHR) preferred. Licenses, etc.: Valid driver's license is necessary when operating a vehicle while on VCSFA business. Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. An individual must be able to solve practical and complex problems and deal with various concrete variables in situations where only limited standardization exists. Knowledge: Strong knowledge of Human Resources best practices. Assesses personal strengths and weaknesses. Pursues training and development opportunities. Working knowledge of Human Resource systems, internet software, payroll systems, spreadsheet software and word processing software. Skills: Strong analytical skills. Synthesizes complex or diverse information; Collects and researches data; Uses data and analytical skills and experience to complement data. Strong verbal and written communication skills. Speaks clearly, confidently, and persuasively in positive or negative situations. Demonstrates excellent group presentation skills. Abilities: Ability to develop strategies to achieve organizational goals; understands organization’s strengths and opportunities. Demonstrates a high degree of professionalism and leadership. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, guidelines, policies, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of employees, managers, clients, customers, and the public. Demonstrates accuracy and thoroughness; looks for ways to improve and promote quality. Approaches others in a tactful manner. Reacts well under pressure. Treats others with respect and consideration. Maintains confidentiality. Physical Demands: Work is light requiring lifting of computer equipment and involves typical office behaviors. While performing the duties of this job, the employee is regularly required to sit, use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
