Economic Inclusion Specialist - HIAS Guatemala Department: HIAS Guatemala Location(s): On-Site - Guatemala City, Guatemala HIAS seeks to recruit an Economic Inclusion Specialist who will oversee the overall implementation of the project “Catalyzing Self-Reliance for Refugees” which will be implemented in Honduras, Guatemala and Guyana and will aim at promoting income-generating activities for vulnerable refugees, migrants, and host communities. The Economic Inclusion Specialist will be responsible for leading project cycle management, proposal development and program strategy – ensuring the successful implementation and completion of all activities with a market based, evidence-based and results-oriented approach. Reporting to HIAS Guatemala’s Program Manager and working closely with the Economic Inclusion Technical Advisor, EI Coordinator for LAC, and Assistant Program Director for LAC, the position will be a conduit for translating global standards and change initiatives to the field. ESSENTIAL FUNCTIONS: Oversee the overall implementation of the project “Catalyzing Self-Reliance for Refugees” that will be implemented in Honduras, Guatemala and Guyana ensuring timely and effective completion. Provide leadership and technical guidance for HIAS Guatemala’s Economic Inclusion programs. Develop and monitor market and evidence-based economic inclusion programs in line with HIAS’ refugee rights impact framework. Develop partnership agreements with local actors and regional key stakeholders for implementation of economic inclusion programs, particularly focusing on women’s empowerment, youth labor insertion, economic inclusion for LGBTIQ+ and for people with disabilities. Design and support the implementation of employer outreach strategies and engagement with corporate social responsibility partners, according to the agency standards. Ensure that programming reflects needs and protection priorities. Collaborate in the design and coordination of research efforts, that include market assessments, feasibility studies, research & learning briefs and other tools to support evidence-based programs. Provide capacity building through the development of Communities of Practice/Workshops for the project to support and development of training materials. Regularly monitor and report on economic inclusion programming, identifying capacity gaps and designing appropriate interventions. Oversee data collection, storage and analysis for reporting to generate lessons learned. Use key lessons from data and other sources to drive adaptations and pivots in program implementation to ensure that programs are constantly meeting identified needs and are set up to succeed. Work with regional MEAL and communications staff to communicate the impact of economic inclusion programming. Contribute to HIAS’ advocacy to ensure public policy and legal frameworks that permit refugees, migrants and IDPs the right work and access to markets and assets. Participate in national coordination working groups related to economic inclusion, Cash based Initiatives and livelihoods. Contribute to the development of concept notes, and fundraising proposals as needed. Coordinate all reports and follow ups from the donor. QUALIFICATIONS & REQUIREMENTS Bachelor’s Degree in economics, Social Sciences, International development, or other relevant fields. Graduate degree in relevant field strongly preferred. 3+ years designing, implementing, monitoring, and evaluating economic inclusion programs for vulnerable population, preferably within a refugee, forced displacement, or humanitarian context in Central America and/or the Caribbean. 2+ years of field-based experience, desirable experience working with different contexts in Central America and/or the Caribbean. Experience designing and implementing economic inclusion, including cash-based interventions, with expertise in gender and other protection implications. Successful experience designing and implementing innovative economic inclusion programming, including in areas of income generation, group savings and loans, vocational skills training, seed funding, employer outreach and engagement with corporate social responsibility partners and community work. Experience in developing and implementing economic inclusion programs with a gender lens. Experience preparing successful funding proposals and reports for donors. Collaborative, flexible team player with the ability to think creatively, logically, and critically about solutions to gaps in economic inclusion programming. Excellent interpersonal, written, and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff as well as effectively communicate key program achievements and operational challenges. Skills in managing intercultural communication spaces, conflict resolution strategies and teamwork. Fluent in Spanish and preferably fluent in English. Excellent organizational and problem-solving skills required. Ability to travel up to 30% of the time.
