Job Summary Leads and directs all activities related to administration of policies, administrative procedures, federal and state statutes, and systems designed to create efficiencies in daily operations of the Human Resource Services Department. Recommends, initiates and manages activities and procedures to identify, recruit, select, hire and maintain the best available employees to meet the staffing needs of the system. Serves as the chief negotiator for all collective bargaining agreements. Essential Functions 1. Develops and maintains administrative liaison between schools and district to ensure compliance with procedures related to staffing of all positions in the District. 2. Establishes human resources objectives in line with district strategic objectives. Develops organizational strategies by identifying and researching human resources issues. 3. Advises district leadership on human resources programs and policy development. Recommends or takes appropriate actions consistent with DCPS culture and strategic direction. 4. Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipates legislation; enforces adherence to requirements; advises management on necessary actions in conjunction with in-house legal counsel. 5. Researches, develops, writes, and updates policies, procedures, methods, and guidelines. 6. Prepares personnel information and reports; writes recommendations for submission to the Superintendent, School Board and/or other authorized persons. 7. Manages human resources operations; recruits, selects, orients, trains, coaches, counsels, and disciplines staff. Plans, monitors, appraises, and reviews staff job contributions. 8. Directs and leads the establishment of a comprehensive plan for the efficient recruitment, selection, employment, evaluation and retention of all employees, including succession planning. 9. Conducts collective bargaining negotiations in accordance with Federal & State Laws and School Board directive. 10. Leads the administration of compensation structures including pay for performance. 11. Performs other duties as assigned. Qualifications Education: Master’s degree from an accredited college or university. Degree in Human Resource Management or related field required if candidate does not hold SHRM certification. Experience: Five (5) years successful experience in public school administration or related Human Resource field. Certifications & Licenses: Society for Human Resource Management Certified Professional (SHRM CP) or Senior Certified Professional (SHRM SCP) certification required if candidate does not hold master’s degree in Human Resource Management. Knowledge, Skills, and Abilities Strong working knowledge of state and federal Human Resource related laws and regulations Strong working knowledge of strategic Human Resources, succession planning, and leadership development Strong working knowledge of interpreting and negotiating collective bargaining agreements Knowledge of HRIS (Human Resource information Systems) Strong executive level business communications skills Strong oral, written, and interpersonal communication skills Strong union negotiating skills Strong word processing, spreadsheet, accounting, and presentation software skills Ability to align work with strategic district Human Resources goals Ability to develop, recommend, monitor, and evaluate Human Resources policies, practices, and procedures Ability to design and administer Human Resources programs for large employee groups Ability to manage team activities Ability to coordinate and work effectively with all departments in the Ability to direct the design of processes and procedures to meet district goals and objectives Ability to interpret and explain union contracts #J-18808-Ljbffr
