Oversee the development and execution of site-specific training programs and plans, including Continuous Emissions Monitoring Systems (CEMS), while also coordinating performance testing activities, crucial for Title V compliance. Additionally, the EH&S Manager conducts regular audits, maintains monitoring equipment, and implements necessary protocols to uphold both environmental regulations and health and safety standards, ensuring comprehensive compliance across all facets of plant operations.

Primary Functions

Environmental

  • Ensure plant compliance with the Environmental Compliance Program and take necessary precautions to prevent incidents of noncompliance.
  • Report known or suspected violations of the environmental program or situations that could lead to violations to the Plant Manager immediately.
  • Develop and implement site-specific training programs and ensure all appropriate employees receive training.
  • Develop and implement necessary site-specific plans such as SPCC, BMP, Emergency Response, Stormwater management, etc.
  • Maintain and calibrate monitoring equipment in accordance with manufacturer, State, and Federal requirements to ensure proper functioning, including Continuous Emissions Monitoring Systems (CEMS).
  • Coordinate performance testing activities, including emissions testing required for Title V compliance.
  • Oversee contractor/vendor support to ensure compliance with regulations, including spill cleanup, asbestos abatement, and emissions control measures.
  • Conduct monthly audits of the Environmental program and report findings to Corporate Environmental, Safety, and the Plant Manager.
  • Ensure the collection of required samples, adherence to proper testing procedures, and timely submission of required reports.
  • Ensure compliance with all permits and promptly submit incident reports and notifications of violations to appropriate authorities. Participate in accident investigations related to Environmental matters and perform investigation (s) and root cause analysis as applicable or required per AMP-108A.
  • Escort regulatory personnel during site inspections, including inspections related to Title V compliance. Ensure every agency visit is documented in Gensuite when the inspector has departed the site/facility.
  • Conduct annual drills to evaluate response and provide recommendations for program improvement.
  • Maintain spill response equipment and conduct regular inspections.
  • Implement corporate procedures and policies and provide recommendations for changes as necessary. Ensure reporting procedures for environmental reporting are accurate and facilitate ease in preparing the required environmental reporting.
  • Ensure adherence to Federal Regulations, while also mastering NY DEC and NYC DEP regulations related to CWA, CAA, RCRA, CERCLA, SARA, AST, OSHA 190.1200, asbestos mitigation, waste handling, and Title V compliance.
  • Maintain confidentiality of all information available to the position.
  • Perform all duties and responsibilities assigned by the Plant Manager, even if not specifically outlined in this job description.
Health and Safety Compliance
  • Ensure day-to-day compliance including all applicable safety, and health monitoring, recordkeeping, and reporting requirements in compliance with laws, regulations, permits, policies, and procedures established by the Occupational Safety and Health Administration (OSHA), Federal Department of Labor, New York Department of Labor and Workforce Development, and other relevant governing bodies, including regulations outlined in 29 CFR 1910.
  • Immediately report compliance failures to the Plant Manager and to the designated Safety Project Manager.
  • Maintain an electronic safety and health data management system, ensuring alignment with federal and state regulations. Utilize the CMMS to track, maintain records, and implement corrective action.
  • Compile all necessary data, investigate, and prepare written reports for any on-site incidents, accidents, or near misses following the guidelines provided in the NAES Safety Manual, adhering to federal and state reporting requirements.
  • Coordinate the Safety Manual implementation and coordinate the Safety Manual updates as required, incorporating changes mandated by federal and state regulatory bodies.
  • Update, maintain, and post the OSHA 300 log, ensuring compliance with federal and state requirements for recording workplace injuries and illnesses.
  • Coordinate, track, and support Safety Key Indicator program, aligning with federal and state guidelines for safety performance metrics. Report any injuries or recordable incidents and conduct investigations to support a root cause analysis of the safety incident as required in AMP-108.
  • Develop and implement audit mechanisms to ensure the facility is following established policies/procedures, including those mandated by federal and state occupational safety and health agencies.
NAES Safe

Safety is a core value of NAES and as a condition of employment, all employees are expected to be mentally alert and work safely at all times. Additionally, employees are required to adhere to all safety warnings and posted safety signs whenever on company property. Furthermore, employees must follow all NAES safety rules and procedures. Effectiveness in carrying out this responsibility is part of the evaluation of each employee's performance.

Working Relationships

The EH&S Manager reports to the Plant Manager, collaborates with the Operations and Maintenance Manager, and interfaces with onsite contractors and consultants. They closely work with the River Bay Plant Administrator and Utility Director, and regularly engage with corporate technical support individuals, including representatives from Environmental Support Services and Safety Support Services.

Physical Requirements and Working Relationships

Power plant environment. Physical requirements include standing for extended periods of time, stair and ladder climbing and lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g., hard hats, safety glasses, air masks, ear protection, chemical suits, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facility.

Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.

Work Schedule

This position operates on a Monday to Friday schedule during regular day shift hours. However, there may be instances of extended working hours and varied shifts, including weekends and holidays, as necessitated by schedules, workload, and plant conditions. Additionally, "on call" status may periodically be required.

Compensation

Initial starting compensation will range from $133,500 to $148,300.

Job Qualifications

The key responsibilities of this position focus on environmental activities associated with the plant, and the ideal candidate will have multi-media environmental compliance experience, preferably in a power plant or power-related industry.
  • A Bachelor's degree in Environmental Sciences or a related field, or comparable experience at responsible levels, is preferred
  • General knowledge of major environmental legislation involving air, water, hazardous materials, and waste management is necessary, with expertise in at least one specialized area of regulatory requirement.
  • Experience with environmental permitting processes and knowledge of required reporting requirements are essential.
  • Familiarity with applicable safety statutes and regulations, and an understanding of maintaining a strong safety program, is expected.
  • Proficiency in OSHA, ANSI, MSHA, DOT, NFPA, and NEC regulations is required.
  • Demonstrated ability to analyze problems, make sound judgments, and provide prudent recommendations to all levels of the organization/company.
  • Strong interpersonal skills and a proven record of building consensus among internal and external parties are highly valued.
  • Excellent communication skills, including oral presentations and technical writing abilities.
  • Must possess and maintain a valid Drivers License at all times.
