Affordable Housing Planner, Project/Program Manager (PPM) II
to join the Planning, Policy, and Special Projects team on a temporary basis. The Planner will support the
Affordable Housing Committee 's
(AHC) efforts to monitor and communicate progress to plan for and accommodate housing needs and eliminate disparities in access to housing and neighborhood choice across King County.
The primary role of the Planner is to coordinate and ensure the accurate and timely delivery of Affordable Housing Committee housing policy and planning data collection, analysis, and reporting needs. This includes coordinating an update to the
Regional Affordable Housing Dashboard
and leading efforts to establish methods to monitor, report, and evaluate jurisdictional alignment with the King County Countywide Planning Policies Housing Chapter and progress to implement comprehensive plans. This position will also help implement other components of the
AHC’s work plan
beyond this primary area of focus.
King County is looking for an individual with a solid foundation in land use planning, program evaluation, and strategic communications with a passion for advancing data-driven policy solutions to increase affordable housing options in our county.
This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to be six months in duration. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).
SCOPE OF JOB DUTIES –
To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
Project manage the development of a proposal for an ongoing system to monitor and report on local housing policy implementation and effectiveness for Committee review.
Manage an update to the Regional Affordable Housing Dashboard and report key insights to the Committee.
Provide staff support to an interjurisdictional staff work group and a community advisory work groups.
Collaborate with teammates to develop reports, presentations, and educational material in an effective and time-sensitive way.
Support other Affordable Housing Committee efforts, such as developing charter amendments, a 2025 state legislative agenda, and a 2025 work plan for Committee consideration.
Apply project management skills to successfully deliver products and services.
Perform other duties as assigned.
A Bachelor's degree in urban planning, public policy, political science, public administration or related field and at least two years of experience working in affordable housing, housing policy, local or regional housing planning, land use planning, or similar experience
OR
any combination of education and housing or planning related experience that demonstrates the ability to perform the job duties of the position.
Knowledge of
effective policies and strategies
that cities and counties can use to meaningfully
address the housing affordability crisis .
Knowledge of the
history and legacy of racially exclusive and discriminatory land use
and housing practices in the United States.
Knowledge of and experience working with the range of data products commonly used to evaluate and monitor housing issues and housing policy effectiveness.
Experience in
project management , particularly scoping project schedules and deliverables.
Experience in
user experience design and data visualization
techniques.
Demonstrated
exceptional communication skills, both written and verba
l , for different audiences and communication needs, including the ability to work with people of various cultural backgrounds, and communicate complex policy topics to a general audience.
Highly organized

Desired Qualifications:
Experience either working for a local government/public agency or an organization that works on land use planning or public policy issues, particularly within the Puget Sound region.
Experience developing, implementing, or evaluating housing or land use plans, policies, and/or actions.
Experience interpreting communicating—orally, in writing, and graphically—complex policy issues or research findings to a general audience.
ADDITIONAL POSITION INFORMATION:
This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.
