Overview:

The Office of Acquisitions Policy (A/OPE/AP) prescribes the Departments acquisition and federal assistance policies, regulations, and procedures; determines the effect of new or proposed acquisition or assistance legislation, executive orders, or regulations on, or implements same, into the Departments acquisition and/or federal assistance policy and procedures.

Responsibilities:

The Audit Consultant will provide expert support to the Contract Closeout Team by developing and implementing audit and price pre-determination strategies for various high-impact and high-dollar contracts. These contracts encompass significant Department programs such as Civilian Police Training (CIVPOL), Worldwide Protective Services (WPPS), Air Wing, African Peacekeeping (AFRICAP), African Contingency Operations & Training Assistance (ACOTA), Pacific Architect and Engineering (PAE), and others as assigned. The Audit Consultant will report directly to the Quality Assurance Branch Chief. This is a full-time position.

The following reflects managements definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.

  • Assists in audit activities for Category 3 contract closeouts, focusing on high-risk, physically completed contracts.
  • Identifies and categorizes contracts by major program and contractor fiscal year for audit purposes.
  • Prepares or reviews contract briefs to determine eligibility for Category 3 closeout.
  • Liaises with the Cognizant Defense Contract Audit Agency (DCAA) Field Audit Office to define necessary audits and estimate associated costs.
  • Ensures sufficient departmental funds are available for audit expenses.
  • Schedules and coordinates audits, preparing required documentation and correspondence for the DCAA.
  • Establishes and maintains a tracking system to monitor the progress of contract closeouts, ensuring all costs are audited or scheduled for audit.
  • Maintains continuous communication with the DCAA throughout the audit process, promptly addressing any arising issues.
  • Reviews final audit reports, summarizes required actions, and recommends strategies for resolving audit findings.
  • Advises on audit-related issues, offering strategic guidance for complex cases.
  • Prepares and maintains comprehensive records of the contract closeout process, including significant issues, resolutions, and trends.
  • Drafts and coordinates the annual Interagency Agreement between DCAA and AQM to secure funding for the audit program.
  • Communicates effectively and diplomatically with internal and external stakeholders.
  • Supports the implementation of organizational goals and objectives set by the Quality Assurance Branch Chief.


Qualifications:

Skills/Qualifications: The ideal candidate will have a deep understanding of the DCAA Contract Audit Manual, AICPA Attestation and Field Work Standards, GAGAS, and FAR Part 31. They should have extensive experience in auditing, including presenting findings to stakeholders such as contracting officers and senior management. Familiarity with best practices in contract closeouts and the ability to act as a liaison between audit agencies and contractors are essential. The candidate must be highly organized, detail-oriented, and capable of managing complex audit and contract administration tasks, with strong analytical and communication skills. Occasional travel may be required.

Education and Experience:

  • Bachelors degree required (masters preferred) in finance and accounting or a relevant field.
  • CPA Certification desired.
  • Minimum of 6-9 years of relevant work experience.

Clearance Requirement: This position requires an active SECRET security clearance. Must be a U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:
