General Description

The Regional Animal Shelter, located in King William County, is seeking energetic individuals to fill the Part-Time position for the Animal Shelter Program Coordinator. Under general supervision, this position is responsible for coordinating animal shelter functions related to the general operation of a high intake municipal animal shelter. May act as the Animal Shelter Supervisor when necessary. Reports to the Operations Superintendent or Animal Shelter Director.

Essential Functions

Responsible for coordination of two or more functional areas of shelter operations including, but not limited to, animal care and placement, fostering and adoption programs, shelter marketing and community outreach, and volunteer and partner coordination.

Within assigned program areas, responsible for researching and developing appropriate procedures and protocols in accordance with federal, state and local regulations and best practices. Responsible for supervision of assigned staff including performance evaluations, employee relations, prioritizing and assigning work, and related activities.

May be responsible for the creation of marketing campaigns, correspondence and written materials to increase positive live-release outcomes for the shelter, in the areas of adoption awareness, foster participation, volunteer recruitment, and animal behavior and health.

Performs outreach with the community, local rescue shelters, and professional businesses as appropriate. Assists with developing long and short range plans for the shelter; establishes and implements management systems to effectively meet operating goals and objectives.

Compiles data and prepares reports on program areas and recommends changes to improve shelter outcomes. Accurately maintains all required records in the shelter's database and county reporting structures in a timely manner, and in accordance with federal, state and local regulations.

Updates animal records, medical logs, and kennel cards. Collaborates and communicates regularly with Animal Welfare regarding animal matters.

Assists the public, employees and volunteers with general inquiries; ascertains nature of the inquiry, provides general information regarding the shelter and refers to appropriate individual or provides assistance.

Work closely with veterinary staff, as well as behavior, evaluation and enrichment professionals, volunteers and operational staff members.

Responsible for animal handling; may administer medications; assists with animal assessment, and behavioral reviews, surgery schedules, kennel placement, and daily cleaning. When necessary, performs or assists with euthanasia in accordance with applicable federal, state and local regulations.

Performs other duties as assigned.

Knowledge, Skills, and Abilities

REQUIRED KNOWLEDGE
•Animal Shelters - Knowledge of federal, state and local laws, codes, ordinances, policies and procedures relevant to animal shelters to include custodial and remedial care, adoptions, animal behavior and basic care.
•Public Relations and Communications - General knowledge of the principles, techniques and methods of public relations, marketing and communications. Knowledge of the processes and equipment used in the design and preparation of multimedia graphics, brochures and other visual aids. Knowledge of advertising and publicity techniques. General knowledge of the proper methods and techniques of researching, preparing and disseminating public information.
•Supervision - Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
•Safety - Knowledge of occupational hazards, safety precautions, and safety regulations related to effective animal care, maintaining sanitary conditions and overall health of shelter animals, and other work related precautions.
•Customer Service - Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction.

REQUIRED SKILLS
•Judgement/Decision Making - Uses logic and reasoning to understand, analyze, and evaluate situations and exercise good judgment to make appropriate decisions.
•Interpersonal Relationships - Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations.

REQUIRED ABILITIES

Education, Training, and Experience

Requires a Bachelor's Degree in Business Administration, Public Administration, Marketing, Animal Science, or a related field with 1-2 years related experience and some lead or supervisor experience, or an equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS
Acceptable general background investigation to include a local and state criminal history check, sex offender registry check, and a valid driver's license with an acceptable driving record.
This position will require certification for Euthanasia within six months of employment. This position requires satisfactory results from a pre-employment medical evaluation.
**This position requires availability and flexibility in schedules, as Animal Shelter employees are required to work weekends, nights, and holidays.**

PHYSICAL REQUIREMENTS
•Tasks require the regular and, at times sustained, performance of moderately physically demanding work.
•Some combination of climbing and balancing to include climbing ladders, stooping, kneeling, walking, running, crouching, and crawling.
•May involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20 - 50 pounds).

SENSORY REQUIREMENTS
•Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues or signals.
•Some tasks require the ability to communicate orally.

ENVIRONMENTAL EXPOSURES
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, temperature and noise extremes, hazardous materials, bright/dim lights, toxic agents, animal/wildlife attacks, animal bites, disease, pathogenic substances, zoonoses, or rude/irate customers.

EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS

All King William County employees are subject to being assigned to specific positions and tasks during a "Declared Emergency" as support personnel, by the County Administrator. Once assigned, this would be the same as a regular work assignment and all policies and procedures for duty assignments apply.
