OHSEPR is the emergency management lead for Administration for Children and Families within US Dept of Health and Human Services. These teams must be able to quickly respond to incidents in response to emergency situations. Seneca Global Services, LLC is seeking a Sr. Planning Analyst in Washington, DC for this pending opportunity with ACF and HHS. The objective of this work is to provide support to All OHSEPR programs including the Disaster Human Services Case Management (DHSCM) program, US Repatriation Program, and COOP program. Responsibilities include, but are not limited to: Developing and implementing emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats; Developing and preparing emergency management policies and plans, procedures, and risk assessment; Assessing, inspecting, or evaluating emergency management processes, plans, standard operating procedures, or guidance for compliance with established emergency management directives, regulations, policies, civil rights laws, standards, and guidance; Providing technical advice on preparedness and response activities associated with natural and/or man-made disasters; Developing plans to ensure the capability to continue essential functions during all hazards; Planning, coordinating, and executing exercises in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP); Providing coordination and assistance to major activities to ensure the capability to continue essential functions during any event or incident; Developing and implementing concepts of operations for casualty management, patient surges, and disease outbreaks; Analyzing, reviewing, and implementing activities supporting Continuity of Operations, Continuity of Government, occupant emergency, and contingency planning; Implementing programs to engage all stakeholders in reducing the frequency, severity, and cost of disasters, injuries, fatalities, and impact on critical infrastructure and the environment; Providing or coordinating emergency response and preparedness training, exercises, and assistance; Managing components of emergency management program(s) and activities during a response, including Emergency Operations Center activation and operations; Integrating diverse stakeholders (e.g., disability, diverse population) into emergency preparedness and response activities to ensure they have equal access and resources in accordance with civil rights laws; Determining needed and available resources (e.g., technical expertise, equipment, and infrastructure) and capacities, as well as future sources, to support emergency activities. Basic Qualifications: A bachelor's degree and a minimum of 10 years of professional experience (or a master's degree and 6 years of professional experience); Experience directing the response and recovery readiness planning of private or public organizations or experience managing a program related to preparedness, risk management, emergency management, or public health and safety; Experience advising senior executives on emergency management programs; Experience using executive-level program analyses to make decisions that improve effectiveness and efficiency of operations; Experience providing guidance and technical assistance to internal and external customers, particularly human and social service providers, concerning complex, unusual, or unprecedented Federal emergency management initiatives; Experience providing technical advice and support on quality assistance and process improvement practices in relation to emergency management services to federal and territorial emergency management preparedness and response activities; Proficiency in the use of productivity tools (MS Office, Teams, Powerpoint, Excel, Visio, Sharepoint) sufficiently to analyze information and produce reports or briefing materials or collaborate on projects; Possess the ability to coordinate and efficiently accomplish multiple tasks; Experience providing technical and administrative supervision of a team.
