Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. GENERAL PURPOSE: The Senior System Administrator is responsible for effective troubleshooting, operations, installation/configuration, standardization, and maintenance of Operations Technology (OT) critical infrastructure and its respective industrial control systems (ICS) hardware and software. The Senior System Administrator ensures that system hardware, operating systems, software systems, and related procedures support the transit operational requirements while providing uncompromising cyber security and maintaining the highest levels of reliable service. Under minimal supervision, administers, monitors, supports, and oversees specialized OT computer applications in assigned area of responsibility. Examples of such systems include Building Management Systems (BMS), Traction Power Substation (TPSS) Control & SCADA Systems, emergency telephone, and asset monitoring systems. Other elements support include Windows Operating Systems (OS), virtual machines (VM), and software configuration management. The Senior Systems Administrator implements, analyzes, maintains, configures, and performs enhancements for systems and troubleshoots application problems, identifies and mitigates systems cybersecurity vulnerabilities, interacts directly with computer users, provides end-user support, account creation and management, coordinates complex activities, software and documentation control, and researches and identifies effective software and system solutions to meet agency goals. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Provides lead system administration and technical support functions for complex Operations Technology systems; oversees account management, account creation, changes and deletion; performs application and technical process support, application and system backups, error support (troubleshooting), and enhancement support; and performs OT application maintenance and system security as required/needed. Mentors and coordinates the work of other Systems Administrators to control workloads and foster career growth of team members. Manages, applies and deploys source code changes, application and system updates from vendors and consultants for software environments; maintains and administers servers; analyzes, troubleshoots, and modifies application code; researches, applies and deploys general fixes to server and workstations relating to OT systems; assist in troubleshooting system errors; utilizes application debugging programs using appropriate tools to locate problems; and takes corrective action and applies fixes. Administers, configures, and maintains Operations Technology applications on networked servers and desktop computers; creates user accounts, configures user permissions, and maintains folders security; monitors enterprise level system performance; installs updates, patches and software fixes in collaboration with the OT Engineering team; works with operations technology staff to ensure appropriate solutions are implemented; coordinates and conducts user training education and discussion sessions; recommends proper use and functionality of application; participates in the creation of new courses and classes; and helps evaluate training courses to ensure they are effective. Meets with managers and users to identify needs and determine functional and process requirements; prepares specifications and justification for new and enhanced Operation Technology level application modifications. Coordinates with software vendors to ensure quality and completeness of final product; develops optimum software configurations to achieve application functional goals; evaluates and tests new or enhanced OT applications; installs or upgrades OT business application and hardware; track application software version and licensing, track and assist with end-of-life hardware replacement, coordinates agency systems changes with vendors; provides detailed information on process and gathering information to create a fix; applies fixes and determines if solutions are effective; supports updates to system documentation and manuals. Administering cybersecurity policies, procedures, standards, and methods for Operations Technology Industrial Control Systems (ICS). Skillset and understanding of network infrastructure, configuration, and various ICS communication protocols such as TCP/IP, Modbus. Collaborate with cross-functional teams to standup and support virtual infrastructure. This would include design and deployment virtual infrastructure solutions, server virtualization, storage, networking, and virtual machines. Manage and maintain industrial control systems virtual environment including system performance, storage capacity, and security. Interacts with internal and external customers for planning, coordination, backups, interfaces, system upgrades and; directs final end-user support for problem resolution; maintains and updates documentation, licensees, and user/system requirements; writes documentation on new and enhanced application description and functional capabilities; and prepares and updates user materials and procedures manuals. Provide start-up and commissioning support on the Capital Expansion Projects. Provides support to the division/department on matters as directed; serves on a variety of committees; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations. Bachelor's degree in Computer Science, Information Technology, Business Administration, Engineering, or closely related field and five years of information technology experience in a system administration environment that includes experience in supporting and administering Operations network software, configuring, implementing, upgrading, and providing help desk/end-user support and change management experience; OR an equivalent combination of education and experience. Required Knowledge and Skills: Principles and practices of computer science and information systems. Operational characteristics of a variety of computer and network systems, applications, hardware, software and peripheral equipment, including enterprise financial systems, business intelligence and reporting tools. Operations, services and activities of information systems programs. Methods and techniques of systems programming, preparing system specifications, and preparing test data, and in evaluating business requirements and developing information systems solutions. Principles, practices, methods and techniques used in the installation, troubleshooting and maintenance of systems and applications. Principles and practices of system design, development, analysis, testing and security administration. Principles and practices of system software and hardware installation and troubleshooting. Principles and best practices of Operations Technology focused cybersecurity. Functional structure of various operating system components, including system control programs and data access methods. Methods and techniques of data security, integrity, backup and recovery processes. Methods and techniques of developing technical manuals and instructional materials. Pertinent Federal, State and local laws, codes and regulations. Principles and practices of project management. English usage, spelling, grammar, and punctuation. Principles of business communication and basic report preparation. Principles of customer service. Working in complex environments and systems while managing workloads of self and others. Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports. Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public. Leading and mentoring others in systems administration. Developing, interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. Administering server applications with client or web user interfaces. Understanding and performing the technical skills necessary for the configuration and maintenance of complex enterprise systems. Reading, interpreting and applying technical publications, manuals and other documents. Installing, troubleshooting, upgrading, testing and supporting systems programs and applications. Detecting, isolating and resolving system and application problems using logical and methodical processes. Working with vendors to report and track application and technical issues. Serving as technical advisor for system architecture and administration and providing technical support on complex systems design and development projects. Researching, analyzing and evaluating new service delivery methods. Preparing clear, concise and comprehensive reports and written materials. Demonstrating a positive customer service orientation with both internal and external clients. Responding to general inquiries and in effective oral and written communication. Working cooperatively with other departments, Agency officials, and outside agencies. Preferred Knowledge and Skills: Experience with SQL Server, data processing, and virtual environment processes. Physical Demands / Work Environment: Work is performed in a standard office environment and in a transit system field environment including rail tunnels and equipment rooms. Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise. Position is responsible for testing, troubleshooting, and maintaining Operations Technology systems and equipment at stations, operations facilities, guideways, and parking garages; may be subject to bending, grasping, hearing, kneeling, pushing, pulling, reaching, repetitive motion, standing, talking, seeing, walking, and carrying and lifting up to 25 pounds. Position includes rotating 24/7 on-call technical support including on-site attendance for emergency or critical failure conditions as well as occasional night and weekend shift work.
