About the Green Jobs Youth Corps Program

The Office of Workforce Development (OWD) and the Environment, Energy & Open Space Cabinet (EEOS) are partnering on launching a new green jobs training program centering opportunity for youth / disconnected young people and returning citizens.

Based on the PowerCorpsPHL program launched by the City of Philadelphia in 2013, this learn-and-earn program will engage young adults in transforming their lives through public service and workforce training in green jobs. Through a combination of knowledge, industry training, and community service, participants will gain 21st century workforce skills, including teamwork, leadership, conflict resolution, time management, and network building. Program participants and alumni will receive customized support from the program as they pursue their education and career goals.

Position Summary

The Workforce Development Manager supports the execution of the system that prepares corps members for success and advancement in employment, post-secondary education, and service. The Workforce Development Manager will support program participants (Corps members) from enrollment through the transition to the next career steps and will report to the Workforce Development Director.

Responsibilities:
  • The Workforce Development Manager will:
    • Support a cohort of Corps members to successfully transition to employment, post-secondary education, or national service after the program.
    • Provide individuals with career counseling and support with soft skills development, resume writing, and interview preparation.
    • Assess Corps members job readiness skills and develop mutually agreed-upon individualized employment and training plans (including career pathway exploration and goal setting).
    • Perform regularly scheduled check-in visits with corps members at work sites.
    • Support the development and delivery of professional development panels and workshops for members.
    • Work with the program team to evaluate the performance of corps members and organizational service partners throughout training.
    • Provide ongoing support for alumni of the program.
  • Collaborate with the Workforce Development Director to:
    • Develop and facilitate career-connected training for corps members and alumni.
    • Develop and implement best practices guides.
    • Make data-driven programming decisions.
    • Establish and maintain systems for communicating and documenting corps members, goals, services utilized, and outcomes.
    • Develop and maintain relationships with employers and academic partners.
  • Contribute program reports as required.
  • Discuss specific member transitions and best practices with other staff members.
  • Attend regular staff meetings and staff professional development trainings.
  • Perform additional tasks as required.
Minimum Entrance Qualifications:
  • Four (4) years of experience is preferred, with a minimum of two (2) years of experience with opportunity youth / disconnected young people and returning citizens.
  • A masters degree may substitute three (3) years of experiencea and a bachelors degree may substitute for two (2) years of experience.
  • Minimum one (1) year experience in career counseling, education, or workforce development.
  • Experience with database management and recording and tracking of data.
  • Preferred familiarity with:
    • Social service resources and providers, a plus.
    • Post-secondary education resources and providers, a plus.
  • Ability to establish and foster relationships with cross-sector partners and to work as a part of a collaborative team.
  • Strong oral and written presentation skills.
  • Demonstrated commitment to diversity and cross-cultural issues.
  • Excellent self-direction and the ability to take ownership and successfully execute projects.
  • Ability to self-direct and assume full ownership over responsibilities, present strong problem-solving processes.
  • Demonstrate a high level of enthusiasm for and ability to convey the program mission to internal and external stakeholders in a clear and compelling manner.
  • Commit to the advancement of urban youth, including staff development.
  • A valid Drivers License is preferred.
