Other duties may be assigned.Conducts extremely sensitive inspections of selected housing units and determines compliance with housing codes and housing quality standards;Reviews and analyzes inspection findings for compliance with applicable laws, regulations, policies and procedures, verifies information contained in the files to ensure technical requirements are established; and identifies incorrect or conflicting information;Advises the Quality Assurance Manager on all matters pertaining to inspections; assists in establishing internal controls, training personnel, and encouraging owners and families to maintain suitable housing conditions; and provides support to subordinate inspectors when performing difficult inspections;Coordinates with DCHA personnel to determine scheduled work that is likely to encounter hazardous substances;Accurately documents unit conditions for all inspection types and clearly describes fail conditions; Interacts with housing providers where there are inspections disputes, explains to residents and property managers the purpose of pertinent codes and regulations relative to corrective measures; and provides valuable customer service and public relations to residents and property managers;Coordinates the disposition of corrective and recommended action to ensure compliance with DCHA and federal policies and procedures;Coordinates with scheduling team to ensure that inspections and/or re-inspections occur within required timeframes;Recommends to the Supervisory Housing Inspector termination of housing assistance payments if violations are not corrected;Completes HUD and DCHA forms and reports as required;Conducts final inspectional reviews of the dwellings after abatement has been made and property is selected for Quality Control;Testifies in court as requested;Performs other related duties as assigned.QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Job CompetenciesComprehensive knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned organizational entity in the DCHAComprehensive knowledge of the regulatory obligations pertaining to quality control inspectionsKnowledge of the local, state and federal laws governing the Housing Choice Voucher Program, including Housing Quality Standards and health and fire regulationsKnowledge of quality assurance and control methods, principles, and practices, including statistical analysis and sampling techniquesExpertise in inspection methods and techniques to ensure the adequacy of residential propertiesExtensive knowledge of HCVP's practices, patterns, and procedures in order to recognize inconsistencies between information reported or obtainedEducation and/or ExperienceBachelor's degree from an accredited college or university; and (4) four years investigative, inspection or compliance related experience; or other equivalent combination of education and experience which meets the minimum qualifications requirement may be substituted.
