Transit Programs/Town Safety Manager

that will be responsible for the coordination of safety, training, and federal/state compliance standards for the Town of Snowmass Village Transportation Department. Additionally, this position serves as Safety Officer for all Town of Snowmass Village departments. This position will coordinate the ongoing assessment, implementation, and adherence of safety, training, and compliance programs. Supervises and manages safety-related and non-safety-related training and development programs. The

Transit Programs/Town Safety Manager

is responsible for ensuring that all operations and activities within the transit agency adhere to relevant regulations, policies, and standards set forth by local, state, and federal authorities. Some of the day-to-day duties are listed below: Utilizes established guidelines/criteria to conduct safety reviews/audits mandated by the Federal and State Departments of Transportation as well as by Town insurance requirements. Recommends corrected action and/or training for accident/safety-related violations. Works with all Town departments to improve and implement safety standards. Chairs the Town’s Safety Committee. Conducts accident and injury investigations and recommends correctiveactionsas necessary. Conducts inspections of safety/security areas of concern to prevent incidents. Develops, assesses, edits, and ensures adherence to Town of Snowmass Village and Transportation Department Safety Manuals/Plans. Publishes a safety newsletter at least quarterly. Supervises the coordination, development, implementation, and ongoing needs assessment of Town of Snowmass Village Transportation Department training programs including safety-related training for all employees as well as other training and development programs (e.g., technical/non-technical skills development, interpersonal skills, and management/supervisory skills training for employees responsible for managing, supervising, or leading others). Ensures driver training in Town, State and Federal safety policies/guidelines, customer service, sensitivity in dealing with the physically challenged passengers. Develops, schedules, and supervises all frontline Operations training and some Facilities and Vehicle Maintenance training. Coordinates, implements, and supervises all CDL licensing training. Works with HR & Transportation Director to develop, manage and/ormaintaina highly efficient and effective record-keeping and reporting system for training, licensing, drug-testing, and other training-significant resources. Researches, reviews, andremainscurrent on regulatory and safety issues, guidelines, “best practices” and laws to ensure continuous compliance with related regulations and procedures as related to transit.This includes but is not limited to Safety, ADA, Title VI, EEO, Drug Testing, and other FTA grant recipient related compliance requirements.Serves as Drug and Alcohol Program Manager (DAPM). Conducts internal compliance audits to assess adherence toestablishedpolicies and procedures.Identifyareas of improvement and work to address deficiencies.

The ideal candidatehasthe following qualifications/skills: Bachelor's degree in a relevant field such as transportation management, construction management, public administration, or a related disciplineorany combination of experience in related fields that equates. Advanced degrees or certifications may be preferred. A minimum of five (5) years of experience working in safety management, and a minimum of three (3) years of experience in training programs assessment, development, design, and implementation of safety, compliance, and training programs. Possession of trainer certificates in safety and training related programs such as Passenger Assistance Safety & Sensitivity (PASS), Defensive Driving, and Accident Investigation is preferred. Valid CDL, Class B rated with P2 and Air Brake endorsements or ability toacquirewithin 3 months. Comply withDrug and Alcohol Testing guidelines per the Federal Motor Carrier Safety Administration, Department of Transportation, at 49 C.F.R. Part 382, and the Town’s Drug and Alcohol Policy. Certification in “Reasonable Suspicion” and “Post Accident” drug and alcohol testing or ability toacquirewithin 3 months. Travel to conferences/trainings within state 2-4 times per/year. Travel to conferences/trainingsoutside of state 1-2 times per/year. Proven knowledge of Federal and State Regulatory Guidelines and Laws. Proven knowledge of and ability to assess, develop, design, and implement training and educational programs. Proven ability to develop and design curriculum and safety programs. Expert Ability to develop and produce policies and procedures. Knowledge of Risk Management principles and practices Knowledge of Guidelines and Requirements for Occupational Hazards and Safety Practices and Procedures. Knowledge of the laws and regulationsrelativeto transit operations under the Federal Motor Carriers Safety Administration and the Commercial Driver’s License (CDL), the Americans with Disabilities Act and Passenger Service and Safety (PASS) program, Title VI of the Civil Rights Act, the Federal Drug Free Workplace Act, and Drug and Alcohol policies.
