In this role, the Business Services Manager is responsible for general management oversight work related to financial, contract administration, grants, performance, personnel and/or program administration functions. This is a temp-to-perm FLEX/HYBRID position for an experienced accounting professional with at least 2 years supervisory experience and 5 years of hands-on practical accounting experience, preferably with state agency experience.

Responsibilities:
- Lead, coordinate and implement budget development
- Monitor Expenditures and expense projections; annual audit; reconciliation and issue/problem management
- Business analysis; reviewing expense requests and providing validation/justification
- Coordinating financial planning on a monthly, quarterly and annual basis
- Monitor Budget process and reporting on status by generation and production of budget reports
- Prepare and review RFPs and contracts
- Leadership and team management including SMART goals, training and performance evaluations

Working hours: 8:00 AM - 4:30 PM

Skills:
- Public administration knowledge with reference to municipal administration and management.
- Experience with managing U.S. Department of Housing and Urban Development (HUD) Community Grants.
- Experience working with and monitoring HUD grant funds in IDIS,
- Knowledge of Generally Accepted Accounting Principles. (GAAP)
- Knowledge of MUNIS system.
- Ability to solve problems through analysis and research, then manage tasks to completion.
- Strong customer service skills for both internal and external stakeholders.
- Strong organizational and project management skills.
- Strong oral and written communication skills.
- Ability to work under pressure and respond to deadlines.
- Demonstrated ability to work in diverse communities with a variety of community stakeholders.
- Advanced skills in Microsoft Office (specifically Word, Excel, and PowerPoint).
- Experience working with governmental organizations/agencies.
- Certified Local Government Financial Officer designation.

Bachelors

Experience:

Qualifications:
- Bachelor's degree in accounting, finance, public administration, business administration or related field
- Five years of professional experience in accounting. budgeting, financial reporting, general ledger reconciliation, federal grants reporting, related field five years of professional experience that includes subject-matter expertise and knowledge in area related to assignment.
- Two years of supervisory experience.
