To perform a wide variety of responsible and complex accounting and financial tasks, supporting the administration of various grants for the Adams County Finance Department. Responsibilities will include general accounting activity such as journal entries, reconciliations, and variance analysis, as well as trend and scenario analysis, evaluation of grant regulations and requirements for obligations, and preparing and submitting grant reimbursement documentation. Responsibilities: Develop and maintain systems, methods, and procedures to facilitate grant accounting and budgeting. Aid in the development of the yearly grant budget for submittal to BOCC. Prepare cost allocations when appropriate. Monitor cost allocations to ensure formulas are accurate and in compliance. Prepare fiscal and budget reports for leadership and oversight boards. Prepare all expenditure authorizations (EA) and associated business information summaries (BIS) if appropriate. Quality control check of all vouchers, P-Card statements, etc. prior to submission to the grant administrator for signature. Assist the grant administrator with preparation of the program plans that include original expenditure budget summaries and cost projections. Preparation of the annual grant cost projection and follow-up to ensure expenditures are within budget. Monthly monitoring of all program expenditures to ensure that expenditures have been charged to the correct program. Prepare/track a monthly budget projection for each program to ensure compliance with allowable expenditures per contract or plan. Prepare routine and/or ad hoc reports as determined by the grant administrator. Prepare annual sample of vouchers and P-Card expenditures for audit as appropriate. Meet monthly with grant administrator to discuss and project all budget/fiscal matters for the following month. Prepare monthly expense report for grant administrator and supervisors. Complete reports for grantors, per contract. Monitor and draw down cash for program costs. Attend financial managers meetings as appropriate. Prepare yearly contract close out. Prepare historical trend analysis information of actual expenditures by program. Prepare a monthly like item budget by program, which supports tracking of the yearly grant budget. Prepare cost/benefit analysis for programs and outcomes resulting from dollars spent. Track day-to-day operational expenditures and advise the administrator on specific program monies in each program. Monitor contract monies, tracking amounts billed and paid allocations. Work with county and state auditors. Coordinate and assemble materials for annual budgets and monthly financial review. Aid in the enforcement of grant policies and procedures. Perform other related duties and responsibilities as required. Qualifications: Principles, methods and practices of budgeting and finance. Principles and practices of mathematics statistics and financial analysis. General accounting practices and procedures. Business letter writing and basic fiscal report preparation. Proper English usage, spelling, grammar, and punctuation. Interpret and apply pertinent Federal, State and local laws, codes, and regulations. Interpret and apply administrative and departmental policies and procedures. Understand the organization and operation of the county and outside agencies as necessary to assume assigned responsibilities. Participate in the development of the agency's five-year Consolidated Plan and annual Action Plan. Ensure compliance and audit-readiness by maintaining master files. Perform special projects and assignments as requested as they relate to fiscal operations. Ability to determine long-term financial consequences and make funding suggestions to ensure the department is within budget and is in compliance with grant requirements. Ability to compile and maintain accurate, complex, and extensive records. Maintain calendar with fiscal/grant deadlines. Research, analyze, and summarize financial data. Provide input to executive decisions regarding fiscal requests, training requests, attendance, and balancing against program grant monies. Work independently in the absence of supervision. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Minimum Requirements: Experience: Two years of grant administration, finance, budgeting, accounting or related experience. Education/Training: High School Diploma/GED Required; Associate’s Degree from an accredited college or university with major course work in finance, business administration or accounting is preferred. License or Certificate: Grants Management License or Certificate is preferred. Background Check: Must pass a criminal background check.
