Job Description:
The Specialist, Program Management position is responsible for directing all phases of programs from inception through completion. The PM will drive program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow for new, continuing, or current programs.
Essential Duties:
- Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Participates in the negotiation of contract and contract changes.
- Coordinates the preparation of proposals, business plans, performance Statement of Work (SOW) and specifications, operating budgets, and financial terms/conditions of contract.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Establishes design concepts, criteria and engineering efforts for product research, development, integration, and test.
- Expands the product line with the customer.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocating resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
- May manage projects or processes with general supervision.
- Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
- Recommends enhancements to systems and processes.
- Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.
- Communicates with contacts within and outside of own department and may occasionally have responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.).
- Explains and interprets processes and procedures to others within and outside the job area.
- May work to justify and gain cooperation regarding processes, practices, and procedures.
- Work consists of making moderate enhancements or improvements to systems and processes to solve problems or improve effectiveness of job area.
- Opportunities for problem solving and innovation are general and may require understanding of broader set of issues but typically are not complex.
- Problems may require understanding of other job areas.
- Problems are typically solved drawing from prior experiences, with analysis of the issues.
- Works to achieve operational targets with direct impact on the departmental results.
- Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).
- Ability to obtain and maintain a DoD Clearance.
- Requires strong knowledge of job area. Typically viewed as having a specialty within discipline. May have broad knowledge of project management.
- Bachelor's Degree with six (6) years of prior Program Management experience.
- Graduate Degree with four (4) years of prior Program Management experience.
- In lieu of a degree, minimum of 10 years of prior Program Management experience.
- Must be a US Citizen.
