JOB TITLE: HUMAN RESOURCE SPECIALIST

SUMMARY OF JOB DESCRIPTION: Provide professional human resource service including employment file maintenance, payroll & benefits authorization, and position control. Interpret and communicate procedures related to federal and state employment laws and regulations and district human resource policies and procedures. Support the Director of Human Resources through an effectively organized Office of Human Resource-& Services.

I. Determine, verify and maintain confidential payroll schedules, job classifications, account numbers, types of pay, calendars and methods of payment for all district employees and assist in issuing employment contracts.

2. Input and gather personal information, dates, locations, distributions, jobs and pays, license information, experience, education and emergency information into VISIONS for payroll processing and maintaining all

employee pay records and legal requirements for all employees

3. Inform, advise and enroll new employees in benefits programs (,health, dental, vision, 403(B) 401(K), PERA and COBRA) with appropriate withholding amounts and manage accurate records of changes of benefits.
Analyze, research, and expedite insurance claims upon request
Assist EBMS in informing and advising employees regarding COBRA coverage and maintain COBRA records including, providing certificates of group Health plan in accordance with HIPPA guidelines and

laws.
Serve as a permanent member on the Employee Benefits Trust (EBT) committee. Audit insurance records and reports, making additions/deletions as necessary when there is a qualifying event.
Inform, advise and enroll new employees in benefits programs, with appropriate withholding amounts and manage accurate records of chan_ges of benefits.

4. Process all Personnel Action Forms and other forms accurately and in a timely manner to communicate compensation, hiring, transfers, resignation/terminations, retirement, extra-duty, and career longevity.

5. Assist in calculating and inputting annual wage increases based on performance evaluation scores for licensed and administrative staff.

6. Advise the Payroll Department of all changes in employment status on or before each payroll deadline.

7. Calculate initial hourly pay rates based on experience and designated job pay grade placement for all support staff.

8. Assist in coordinating district employee candidate recruiting including internal & external vacancy posting, coordinate advertising for posted vacancies.

9. Upon request, distribute information on specific job vacancies and district hiring procedures.

10. Verify, monitor and communicate information regarding the Highly Qualified requirements under No Child Left Behind.

11. Conduct new employee orientations including assuring that all new employee forms are completed including

forms to verify citizenship and authorization to work in the U.S., EEOC, applicant oath, fingerprint cards for criminal background check, overview of personnel policies, job descriptions.

12. Maintain accurate position control including the preparation of Personnel Lists for approval by the Board of Education, maintenance of building staff allocations and staffing records.

13. Release personnel information regarding employment verification, background checks, confirmation of salary, references, and legal records according to district policy.

14. Prepare and distribute the salary schedules and work year calendar.

15. Assist in monitoring district coaches and sponsors through processing applicable paperwork.

16. Recommend revisions of Human Resource policies to the Director of Human Resource Services.

17. Assist in preparing and rolling of the VISIONS system for the new fiscal year

18. Develop and maintain an accurate annual calendar of Human Resource Office responsibilities by date to assure

compliance with administrative policies and procedures and State and Federal law and to communicate with

district officials when reports or activities are to be .generated/completed.

19. Compile information for and complete the Colorado Department of Education report using the Automated Data Exchange Program, and complete the annual EEOC report.

20. Assist in monitoring probationary and non probationary status and issuin.g renewal and non renewal notices.

21. Process workers compensation claims as received and follow up accordingly with claims.

22. Maintain positive communication and relationships with District staff and the general public.

CONTACTS: Employees, administrative team, applicants, university representatives, contracted personnel, advertisers, Colorado Department of Education staff, law enforcement agencies, Colorado Department of Labor and Employment, technical support representatives, Colorado Bureau of Investigation, supervisors, Mountain BOCES, Immigration and Naturalization Service and the public.

QUALIFICATIONS:
  • BA degree preferred to include specialized university courses
  • 3-5 years experience in human resource services and/or management/supervision
  • Effective communication and interpersonal skills
  • Ability to work effectively with people
  • Strong time management skills
  • Strong computer skills: keyboarding, database, word processing
