Summit County Government (SCG) is in search of a well-qualified visionary leader dedicated to implementing long-term, impactful changes that will drive long-term organizational success. The Human Resources (HR) Director will serve as a strategic leader within the county government, responsible for shaping and executing HR policies and initiatives that enhance organizational performance, employee engagement, and service delivery. This role requires a dynamic and forward-thinking individual who can build and sustain a culture of continuous improvement and inclusivity. The HR Director will lead and support a talented team, fostering an innovative HR department and continuing SCG’s success as an employer of choice.

The ideal HR Director will bring extensive experience from past local government organizations, showcasing innovation and the highest standards of ethical and empathetic behavior. The HR Director will manage all human resources functions for the County, including policy administration, training and employee development, benefits administration, employee relations, recruitment and retention, and classification and compensation.

The successful candidate will combine strong technical expertise with exceptional leadership and interpersonal skills.

Excellent written and verbal communication skills, strong presentation skills, and the ability to maintain composure and professionalism in stressful and/or difficult situations are a must. Strong organizational skills and the ability to multi-task are required.

This individual must be self-directed, highly organized, flexible, detail-oriented, and be able to manage information and data in a strictly confidential manner. Critical thinking, developing solutions, and improving existing programs to meet the ever-changing needs of the organization are important aspects of this position.

This position is exempt, an in-office position, and works Monday through Friday from 8 am to 5 pm and additional hours as required. May have the ability for some degree of flexible or remote work schedule.

Strategic Leadership: Develop and implement comprehensive HR strategies aligned with the county's goals. Provide guidance on workforce planning, talent acquisition, employee development, and succession planning. Organizational Development: Lead initiatives to improve organizational effectiveness, including performance management, training programs, and employee engagement activities. Foster a culture of innovation and continuous improvement. Policy and Compliance: Ensure compliance with federal, state, and local employment laws. Develop and enforce HR policies that promote a fair, inclusive, and productive workplace. Employee Relations: Oversee employee relations programs, including conflict resolution, disciplinary actions, and grievance procedures. Promote a positive work environment through effective communication and problem-solving strategies. Diversity and Inclusion: Champion diversity and inclusion initiatives to build a more equitable workplace. Develop programs that enhance cultural competence and promote diversity at all levels of the organization. HR Operations: Manage HR operations, including benefits administration, payroll, and HR information systems. Ensure efficient and effective delivery of HR services. A bachelor’s degree in human resources, business administration, education, or other related field or equivalent combination of education and experience is required. At least six years progressive HR experience, within a public sector organization, in benefit administration, recruitment, and/or employee relations, including at least three years of management experience is also required. SHRM Senior Certified Professional (SCP) or Certified Professional (CP) or equivalent is required. Master’s degree, other higher education, and/or related training is preferred.
