Supervisory Management and Program Analyst(Branch Manager)

This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation & Modernization, Office of the Chief Financial Officer, Enterprise Planning Performance, and Evaluation Division (EPPED), Program Evaluation Branch. As a Supervisory Management and Program Analyst(Branch Manager), you will serve as a principle advisor to the Director, EPPED on bureau-wide evidence building and program evaluation matters.
Duties
As a Supervisory Management and Program Analyst(Branch Manager), you will:
- Lead the bureaus evaluation and evidence building activities in support of Treasurys implementation of the Foundations of Evidence Based Policymaking Act of 2018 (Evidence Act).
- Plan, justify, and present analyses and recommendations on the use and management of the branchs expertise, services, and resources.
- Provide direction and oversight to a staff of highly skilled, professional Management and Program Analysts and Evaluators(Social Scientists).
- Manage the development of the Fiscal Service Learning Agenda and Annual Evaluation Plan.
- Lead the design, monitoring and implementation of program evaluations and evidence-building activities, in support of the Treasury and Fiscal Service Learning Agendas, to improve efficiency and effectiveness of Fiscal Service programs.
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.

- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout ones employment with Treasury. The successful candidate will also be enrolled into FBIs Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this must include:
- Overseeing or conducting program evaluations and using evidence from evaluations to inform policy and operations. AND
- Experience with the design, planning, and execution of evaluation studies, including data collection approaches and qualitative and quantitative analysis methods. AND
- Delivering oral and written briefings and presentations to share evaluation results and recommendations. How You Will Be Evaluated
