Description:

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Child and Family Services Division.

This position responsibilities include coordination and oversight of division contracting; assisting and advising in the development of Requests for Proposals; drafting and negotiating contracts with program staff; serving as contact with contracted providers monitoring contract compliance; seeking resolution of non-compliance issues; processing contract payments and implementation of sanctions for contract non-compliance.This position utilizes various systems to maintain the Division's contract and to ensure compliance with State and Agency procurement rules and regulations.

The position works under the general supervision of the Fiscal Bureau Chief; consults, seeks counsel and receives general guidance from supervisor as well as from the Deputy Division Administrator and the Program Bureau on matters concerning contract statuses and issues which may affect not only the operation of the Division, but other departments as well.Incumbent also is responsible for assisting CFSD staff with contracting questions and serving as the point of contact for DPHHS's Business and Financial Services Division procurement staff and the MT Department of Administration's (DOA) procurement staff.

Qualifications

Qualifications for this Career Opportunity

  • Ability to understand state and federal rules and regulations related to fiscal and budgetary management.
  • Knowledge of principles and practices of government procurement and contracting.
  • Knowledge of AWACS, CAPS, and TCM.
  • Meet minimum qualifications:
    • Bachelor's degree in accounting, finance, business, economics, or related field preferred.
    • 2-years job-related college or vocational training required.
    • 2-years of job-related experience in finance, auditing, or accounting.
    • Experience with contract management and procurement is preferred.
    • Other combinations of directly related education and experience may be considered on a case-by-case basis.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

This position may be eligible for a statutory $1.50 an hour base pay increase effective July 1, 2024.

The primary location for this position is open for consideration contingent on available workspace. Specific conditions will be provided by the supervisor and must adhere to state and DPHHS policies.
