The General Insurance/Risk Manager provides administrative and technical support, managing all aspects of the Pascua Yaqui Tribe Risk Management Program. Duties include, but are not limited to, ensuring adequate of insurance coverage for property and causality, theft, vehicle, Mexican coverage, professional, and other insurance coverage that is required for specific occasions. Additionally, this position is responsible for the implementation, training, and coordination of all safety and incident prevention programs, including investigation of employee accidents and claims. The incumbent will process liability insurance claims, prepare reports, and work with finance on allocation of cost. The General Insurance/Risk Manager will act as the facilitator and provide support to the Tribal Insurance Committee, which provides basic oversight over all areas of insurance coverage.

Plan, organize, direct, and coordinate all risk management activities including the selection of insurance coverage for liability risks, review of contracts for risk management provisions, loss control and loss prevention programs, and the analysis and verification of claims. Ensure all new assets, including but not limited to, vehicles, buildings, other major items are properly reported to insurance broker for adequate coverage. Supervise the handling of claims and recommends settlements in accordance with Tribal policies and requirements for claims involved in litigation. Participate in the inspection and review of PYT operations and facilities for risk management provisions, and recommend appropriate corrective action. Identify and resolve administrative and operational problems and implement methods and procedures to improve performance and economy. Coordinate risk management activities with PYT departments to assure that appropriate security, safety, and hazardous materials procedures are implemented and compliant with federal regulations. Prepare reports related to assigned activities, make recommendations based on the compilation, review, and analysis of statistical data. Conduct special studies and investigations, recommend improvements for system and procedural effectiveness, and resolve procedural and operating problems. Conduct investigations and researches incidents resulting in insurance claims. Develop safety committees and safety training plans for the Pascua Yaqui Tribe. Work with insurance carrier; ensure all new construction or major expansion plans are properly reviewed for adequate or required safety and insurance coverage. Monitor all tribal claims that result in losses under the insurance coverage and affect the loss ratio of the Tribe and enterprises. Prepare and issue reports to management and the Insurance committee all major losses and the frequency thereof that have an unfavorable effect upon the insurance premiums of the Tribe. Maintain all Certificates of Insurance. Perform other duties of a similar nature or level as requested by supervisor or director Knowledge of:

Applicable regulatory agency standards for safety, fire, security and public liability; Applicable regulatory agency standards in environmental health, occupational health, safety, fire, security, and public liability; Worker's Compensation, specialized incident and safety prevention training, consultation, data reviews, and occasional liability/safety standard information; Various Safety Businesses, review of current safety materials, equipment, software, PPE's, corrective systems, regulatory compliance supplies, and training modules; Comprehensive knowledge of the type and require amount of insurance coverage; Yaqui culture, customs, resources and traditions and/or a willingness to learn.

Skills and Abilities:

Develop and implement policies and procedures relating to insure adequate insurance coverage, safety and security of all tribal assets; Design and implement policies and procedures relating to safety, worker's compensation, motor vehicles, and insurance; Computer spreadsheets and database operations; Data entry operations; Perform duties outdoors in other than normal condition; Ability to maneuver in small spaces, and climb ladders, wear a respirator; Exercise judgment in making policy recommendations and discretion maintaining confidentially of information; Establish and maintain effective working relationships with Tribal Council, department directors, employees, other agencies, and the public; Network references for all aspects of risk management, safety training, corrective and preventive proactive measures; Conduct special studies and involving safety engineers for improvements in system and procedural effectiveness and the resolution of existing or anticipated operating problems; Communicate effectively, both verbally and in writing; Operate a variety of office equipment, including a computer and related software applications; Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions. Bachelor's Degree in Public Administration, Business, Occupational Health or related field, five (5) years of experience in Occupational Health, Environmental Health, Safety, Security, and Public Liability.

Special Requirements: Must possess and maintain a valid Arizona Driver's License; This position will require the incumbent to work non-traditional hours, nights, and weekends.
