Summary

The Senior Financial Disclosure Analyst is responsible for providing program and management analytical services, including review of confidential and public financial disclosure reports and related documents, analysis of financial instruments for conflicts of interest and compliance with Federal Reserve System ethics policies, assistance with the training of new financial disclosure report filers, and assisting with the nomination clearance process for Members of the Board of Governors. Provides analytical, evaluative, and planning support to the DAEO (Designated Agency Ethics Officials) and other relevant Board and Federal Reserve Bank staff in the administration of Board and System Ethics Programs, and coordinates with the U.S. Office of Government Ethics as appropriate.

Duties and Responsibilities

1. Independently reviews complex confidential and public financial disclosure reports and related documents filed by Board staff and senior Reserve Bank officials (coordinating with ethics officials) and conducts initial review of Board member/nominee disclosures, identifies potential conflicts of interest and violations of Board or System ethics policies, and advises employees and ethics officials on appropriate remedies.

2. Independently logs and tracks completion of financial disclosures and coordinates with Ethics Paralegal to determine employees' financial disclosure filer status.

3. Develops and conducts training sessions with Board and senior Reserve Bank personnel on confidential and public financial disclosure matters and the Board electronic filing systems. Develops user resources, references, and training materials for users, including those who have ethics oversight responsibilities. Serves as presenter and instructor for confidential and public financial disclosure training sessions. Prepares presentation materials and coordinates the material of other instructors to ensure overall effectiveness and efficiency of the training. Executes a variety of follow-up assignments after the session, as needed. Supports web-based enhancements for the overall Board Ethics Program, such as HTML coding for ethics training, other web-posted documents, and development of ethics training web-videos.

4. Conducts initial review of trading pre-clearance requests for compliance with Federal Open Market Committee (FOMC) ethics policy requirements.

5. Conducts detailed research on stocks and funds, other financial instruments, retirement benefits, and other types of financial arrangements, and application of U.S. Office of Government Ethics conflict exemptions to them. Prepares conflicts analyses. Communicates findings and conflicts analyses to ethics officials.

6. Independently reviews financial interest statements (FIS) and advises new employees about rules and options for divesting prohibited assets.

7. Counsels employees regarding requests for waivers of the Board's prohibited financial interest rules, reviews employees' requests for Bank Stock Waivers (BSWs) and prepares the BSWs.

8. Counsels employees about availability of Certificates of Divestiture and coordinates with the U.S. Office of Government Ethics regarding Certificate requests.

9. Serves as initial liaison for Reserve Bank ethics officers regarding financial disclosure questions.

10. Independently reviews brokerage statements submitted by Board staff and senior Reserve Bank officials in connection with financial disclosures.

11. Functions as a key member of the Ethics Program and participates in discussions with the DAEO, ADAEO and other Board officials about the planning, policies, and approaches to be used to promote overall effectiveness and efficiency of operations. Plans and executes a variety of special projects and assignments for Ethics Program.

12. Supports Ethics Program Reviews within the Board, including coordination with oversight reviews conducted by the Office of the Inspector General, the Office of Government Ethics, and the Government Accountability Office.

13. Evaluates the Board's existing financial disclosure-related policies and their adequacy and effectiveness in relation to current agency responsibilities and develops recommendations for amendments as needed to translate financial reporting requirements into specific program goals, actions, and services to be implemented by all Board ethics officials.

14. Develops approaches to improving financial disclosure program effectiveness, accounting for immediate sequential and long-range effects, both direct and indirect on financial disclosure reporting.

15. Develops financial disclosure management and program evaluation plans, procedures, and methodologies.

16. Serves as the Ethics systems project manager for the Board's existing and future e-filing financial disclosure data systems, and the electronic program administrator, in accordance with statutory, regulatory, and Board requirements.

17. Provides management officials with objective information for making decisions on the administrative and programmatic aspects of the Board's e-filing systems.

18. Manages Ethics systems related to financial disclosure e-filing.

19. Liaisons with IT programmers and key personnel for implementing e-filing system upgrades or replacement. Assists with system security planning and documentation requirements.

20. Performs other related duties as assigned.

Position Requirements

Qualifications:

Requires a bachelor's degree or equivalent experience and a minimum of 6 (six) years of related experience. Requires expert knowledge of Ethics Program Management functions, including requirements for financial disclosure reports, and both qualitative and quantitative techniques for analyzing regulatory compliance and measuring the effectiveness, efficiency, and productivity of financial reporting programs. Must have expert knowledge of the government-wide electronic filing system for public financial disclosure reports (www.Integrity.gov). Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to financial reporting and enforcement. Expert knowledge to provide guidance and training to Board staff and senior management staff on financial disclosure and electronic system issues. Must have expert interpersonal skills, to include strong oral and written communication skills, expert critical thinking skills, as well as the ability to train others. Must be able to work effectively with senior management and junior staff, and also be able to explain some complex concepts to staff members. Must possess the ability to exercise a high degree of judgement, initiative, and confidentiality in all areas of responsibilities.
