This position also supports program areas through data quality control, data collection, data analysis, continuous quality assurance, and program improvements with supporting data. The candidate will support Reentry Project Managers with facilitating projects for multiple Reentry division programs and is responsible for documenting, storing, and reporting on performance, using the full set of uniform measures provided by the agency’s strategic plan, and will present findings and recommendations to internal and external stakeholders. The Management Analyst 5 will demonstrate the ability to communicate effectively, think conceptually, and formulate strategic recommendations that impact the Department's work. This position will collaborate with a variety of department programs and stakeholders to formulate strategies, generate and integrate complex data through analysis of trends, issues, and program outcomes. Some of what you'll do: Serve as the data expert for assigned Reentry programs. Develop, maintain, and deliver reoccurring data, data reports, reports, and ad-hoc data requests. Develop a rigorous methodology for effective tracking of performance outcomes that allows for accurate and timely reporting of performance outcomes. Design data collection tools: write data codes to mine data. Maintain data codes, recurring reports, and counting rules, and update as policy or practice dictate. Identifies trends, patterns, anomalies, and uses findings to develop and communicate strategies for improving processes and practices. Design, develop, and administer a dashboard of performance and outcome measures related to Reentry programs. Provide leadership and direction related to data set development, analysis, performance, and process improvement strategies at the programs and department levels. Analyze data and prepare reports for internal and external stakeholders utilizing complex data visualization systems such as PowerBI. Develop, maintain, and publish an inventory of construction related programs in department facilities to include community partnerships and apprenticeship agreements. Establish and Maintain Positive, Respectful, and Collaborative Relationships with Internal and External Stakeholders. Work interactively with department leadership, services providers, other state agencies, state registered apprenticeships programs, and other applicable entities. Build and sustain effective partnerships with appropriate national and philanthropic organizations, research organizations, state agencies, local and tribal governments, and community partners to enhance data sharing, collaboration, and the delivery of a continuum of services that support reentry opportunities, reduction of recidivism, and improve public safety. Attend, participate, and take notes in multi-disciplinary meetings with internal and external stakeholders as they relate to Reentry program areas. Quality Assurance. Regularly audit data, utilize collection tools, identify trends, and provide guidance to internal and external stakeholders for program implementation and improvements. Uses process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals. Make recommendations regarding highly complex, unprecedented issues involving organizational change, process improvement, and policy development; or issues involving a broad scope and significant impact on outside agencies, institutions, organizations, statewide, and the public. Researches and analyzes data to identify any gaps in departmental policies or practices that need to be addressed, recommends solutions, and prepares briefings for agency leadership to inform of needed improvements. Provide professional and technical advice regarding multi-dimensional issues impacting division programs. Provide leadership and direction related to data set development, analysis, performance, and process improvement strategies at the program and division levels. Provide consultation and critical cross-departmental synchronization in identifying impacts from legislation and developing communications that clearly and proactively address program gaps and solutions. Assist with the development of program communication materials both internally and externally. Maintain the SharePoint site for program areas and make updates as needed. Assist with the development and implementation of policies that impact programs within the Reentry division. Assists in responding to and completing grant assignments including but not limited to; applications, maintaining performance measures, reporting requirements, and other administrative functions. Participate in other projects as needed. Required Qualifications: Bachelor’s degree from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent in Business administration, public administration, law, public health, health administration, or a related field. AND Two (2) years of experience in managing complex datasets and responding to research and/or policy-related inquiries. OR Associate degree from an accredited institution whose accreditation is recognized by the US Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent in Business administration, public administration, law, public health, health administration, or a related field. AND Four (4) years of experience in managing complex datasets and responding to research and/or policy-related inquiries. OR High School Diploma or GED equivalent AND Six (6) years of experience in managing complex datasets and responding to research and/or policy-related inquiries. OR Two (2) years of experience as a Management Analyst 4 AND, in addition: Familiarization with performance measurements and quality assurance. Ability to work in a fast-paced environment with tight deadlines and a high degree of political sensitivity. Able to work independently and as part of a team. Ability to build and maintain internal and external customer satisfaction with data-related elements of the program. Advanced proficiency in Microsoft Excel with at least three (3) years of experience to include: complex formulas, pivot tables, charts/graphs, linking workbooks, exporting and importing data, analyzing data, and troubleshooting formula errors. Familiarity with, or desire to learn, lean principles and strategies for continuous improvements and problem solving and demonstrated ability to apply such principles. Desired Qualifications: At least five (5) years’ experience conducting research and analyzing complex administrative datasets with knowledge of statistics and using statistical packages for analyzing large datasets (e.g., SAS, SPSS, etc.) and/or structured query language (SQL or equivalent), including the use of macros and complex joins using multiple data sources. At least five (5) years of demonstrated experience in two or more of the following areas: conducting research, analyzing policies, laws, rules, or regulations, conducting business analysis, and developing requirements, leading business projects, managing business operations, and business policy development. Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy. Demonstrated ability to identify, analyze, and interpret trends or patterns in complex datasets. Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points. Ability to visually present data in charts, graphs, and tables. Leadership attributes: Builds and maintains internal and external customer satisfaction. Comfortable interacting with staff members at all levels of the agency. High level of workload management including organization and prioritization of tasks.
