The Manager of Housing Property Control and Real Estate provides one?on?one counseling sessions to agency clients that are consistent with the organization’s vision and in compliance with regulatory/funding requirements. The Manager ensures counseling service quality by adhering to agency policies and departmental procedures, managing related data collection and reporting, and fostering continuous improvement. The Manager also effectively supports integrated programs as assigned.

Support the creation and management of the program operating budgets, assist the Department Director in maintaining control of the program budget, monitor expenses, and create budget revisions when necessary. Develop program forms, processes, and procedures as instructed by the Director. Comply with all federal and state regulations, including funding source requirements. Act as Real Estate or Property liaison for the Pascua Yaqui Tribe, under the direction of the Director of Housing, contact for properties/homes for sale by the Tribe; conduct open houses and tours of properties/homes on and off the reservation. Provide financial/housing counseling to clients and community members on available programs and strategies to achieve home ownership. Manage client caseload, which includes developing strategies for addressing financial objectives and interacting with clients professionally, respectfully, and positively. Provide additional consultation /guidance on finance/ housing issues; advocate creditors, attorneys, benefit providers, and other resources on behalf of clients. Ensure client files are complete, including appropriate information releases, file documentation, proper computer database entry, and related correspondence in regard to HUD compliance. Manage monthly counseling schedule to ensure appointment availability. Conduct client sessions for Financial and Credit Counseling, Budget Development, Debt Management Programs, Housing Counseling, Foreclosure Intervention, Pre?homeownership counseling, Bankruptcy Counseling, Credit Report Reviews, and Student Loans. Serves as “Counselor on Call” and provides information, advice, and referrals to consumers who call in with questions. Participate in staff and counselor meetings and training as scheduled. Interact with staff, board, clients, and others in a professional, helpful, and positive manner. Conducts agency educational and community awareness programs and presentations as needed. Perform other duties of a similar nature or level as requested by the supervisor or director. Knowledge of:

Housing policies and procedures; HUD regulations, program requirements, policies, and procedures; Real estate principles; Customer service principles; Recordkeeping principles; General mathematical concepts; Report preparation techniques; English language, grammar, and punctuation; Applicable federal, state, and local laws, rules, and regulations; Yaqui culture, customs, resources, and traditions, and/or a willingness to learn. Skills and Abilities:

Manage and execute multiple tasks; Maintain various confidential records; Prioritize and assign work; Maintain files and records; Develop and prepare a variety of business correspondence, records, reports, documents and forms; Provide customer service; Apply and explain applicable laws, codes, regulations, policies, and/or procedures; Operate a variety of office equipment, including a computer and related software applications; Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public.

Have the ability to sufficiently exchange or convey information and receive verbal and written work instructions. Bachelor's Degree in Finance or related field and three (3) years of related financial support or housing experience; or an equivalent combination of education and experience sufficient to successfully perform the job's essential duties such as those listed above.

Special Requirements:

Proficient in Microsoft Word, Excel, Outlook, and PowerPoint; Must possess and maintain a valid Arizona Driver’s License; This position will require the incumbent to work non-traditional hours, nights, and weekends; to include travel. Must have a current Level 1 Arizona Clearance Card or be able to obtain the Level 1 Arizona Clearance Card within ninety (90) days of hire. Failure to maintain a current Level 1 Clearance Card will result in termination.
