About the Position:

Human Resources, Diversity and Inclusion is committed to the mission of meeting the needs of a multi-cultural, diverse campus community. We seek an exceptional individual to join our Compensation Services team as the Human Resources Analyst (Administrative Analyst/Specialist Exempt II). The ideal candidate in this role should have a positive attitude and an active, energetic mind that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

Under general direction, the Human Resources Analyst provides a full range of program leadership, strategic planning support, policy research, and program implementation support for the Independent Contractor Program and the Employment Services department. Provides agile, proactive, reflective, and highly skilled support functions for the hiring of Independent Contractors, requiring knowledge of CSU classification standards. Serves as the primary contact for the campus and independently determines if requests meet guidelines to be hired as an Independent Contractor. Establishes and provides oversight of Independent Contractor processes to ensure compliance with federal/state laws and California State University (CSU) policies. Guides departments on the impact of recommended or implemented policies and procedures to ensure Cal State Fullerton (CSUF) remains compliant. Composes communication addressed to the campus and conducts training for the campus community. Works closely with campus departments and Contracts and Procurement. Addresses sensitive and complex matters with diplomacy and discretion and exercises discretion and independent judgment in decision making. Assesses, formulates, and evaluates the impact of recommended or implemented policies from a strategic and operational perspective. Provides effective interpretation of policy and procedures pertaining to the program area. Independently performs a wide range of high-level administrative, analytical, and technical responsibilities to support campus departments. Leads and provides analytical support for projects as assigned. Other duties as assigned.

Essential Qualifications

Bachelor's degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs plus four years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in the research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems, address them proactively, and develop appropriate recommendations leading to solutions. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction. Proficiency in Microsoft Excel, Word, PowerPoint, Access, and Outlook. Ability to communicate clearly and effectively both orally and in writing. Ability to establish and maintain effective and cooperative working relationships with others.
