General Statement of Duties: Performs technical accounting work in the finance department. Distinguishing Features of the Class: An employee in this class performs various tasks in maintaining financial, accounts receivable, accounts payable, and payroll records. Work involves applying established accounting procedures, bookkeeping principles, and basic fund accounting to process accounts payable. Work is performed under the general supervision of the Finance Director and is evaluated through conferences, accuracy and completeness of records and books, and by independent audit of financial records. Essential Duties and Tasks: Matches purchase orders to invoices; reviews invoices to verify accuracy and receipt of goods; maintains records of encumbrances and outstanding purchase orders; balances monthly check batch totals against computer reports. Prepares bi-weekly AP Checks. Maintains files of checks, records, and documents. Prepares miscellaneous reports from financial data requiring the selection and compilation of figures. Reconciles vendor statements. Void and re-issue checks. Purchase order liquidations. Makes credit card payments for invoices. Assists with the development of departmental policies and procedures. Prepares weekly accounts payable entry batches. Prepare journal entries for reclassifications as needed. Handles sales and use taxes; gathers information and produces reports. Prepares accounting data for entry into the computer; keys data to include processing of edit list, check edit list, check processing, and other accounting entries. Processes utility payments for the Town, City of Raleigh, and the North Carolina Department of Revenue. Generates W-9s and 1099s. Performs related duties as required. Knowledge, Skills, and Abilities: Knowledge of governmental bookkeeping practices and procedures. Knowledge of laws, rules, regulations, policies, and practices for accounting and payroll functions. Knowledge of computer operations and Microsoft Excel. Ability to understand and apply policies to maintain financial records and reporting. Ability to use postage, calculating, and adding machines and other automated equipment to maintain accounting records. Ability to make arithmetic computations accurately and with reasonable speed. Ability to maintain accurate records and prepare moderately complex records and reports. Ability to verify accounting documents and forms for accuracy and completeness. Ability to establish and maintain effective working relationships with department heads, employees, and the public. Ability to communicate effectively in oral and written forms. Performs other job duties as required. Desirable Training and Experience: Graduation from a community college with a major in business or accounting and some experience in an accounting or fiscal office environment or an equivalent combination of education and experience. Physical Requirements: Must be able to physically perform the basic life operational functions of standing, walking, fingering, hearing, talking, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare data and statistics, work with accounting processes, operate a computer terminal, and do extensive reading. #J-18808-Ljbffr
