The Opportunity WSDOT is currently seeking a Consultant and Project Agreement Engineer (TE3) in Wenatchee, WA with our North Central Region. This position supports WSDOT’s mission of providing safe, reliable, and cost-effective transportation options to improve communities and economic vitality for people and businesses. Additionally, this position contributes to the agency’s goal areas of inclusion and practical solutions by valuing input on projects from the diverse communities that we serve and leading efforts to preserve the Region's assets through practical decision making and aligning needs with investments.

As a Transportation Engineer 3 in the Program Management/Consultant & Special Projects Office, the incumbent is a developer and manager of consultant agreements and project agreements for highway construction projects, and for other general WSDOT agreements. This position is responsible for providing project support to the Engineering Offices by writing and executing agreements. This work is of the highest importance in WSDOT because it ensures that projects are delivered on time and within scope and budget. Agreement processing is a critical aspect of project delivery, requiring significant effort to ensure the success of a project.

What to Expect Among the varied range of responsibilities held within this role, the Consultant and Project Agreement Engineer will: Lead and manage the development, administrative support, termination, and archival of consultant agreements. Lead and manage the development, administrative support, termination, and archival of standard and non-standard project-related agreements. Perform quality assurance reviews of required documentation to ensure it complies with WSDOT policies, procedures, and obligations. Prepare Task Orders in accordance with WSDOT Consultant Services Manual. Independently review Task Order related documents for compliance with State & Federal Laws. Interact with Project Managers/Engineers and professional Consulting firms. Receive, prepare, and track consultant invoices for approval and payment including requesting Certified Payroll information. Prepare agreements-related correspondence and other communication. Monitor and evaluate consultant Task Order progress. Instruct and mentor region staff in consultant agreement creation and consultant management processes. Serve as subject matter expert and answer technical questions from regional and local agencies regarding state and federal rules, regulations, procedures, policies, section methods, negotiation procedures, and other contractual matters. Coordinate, negotiate, write, distribute, manage verbiage changes, process for execution, track progress, track funds, assist in opening and closing work orders, assist in audit reviews and other documentation.

Qualifications To be considered for this opportunity, the following are

required : One (1) year experience as a

Transportation Engineer 2

or equivalent.

(Equivalent - Plans work, checks work of others, high level of knowledge, provides consultation to other engineering staff and management, works under general supervision). AND Experience in negotiation, preparation, administration, payment and processing, termination, and archival of agreements. Ability to understand and communicate policies, standards, and procedures including RCW’s, WAC’s, FHWACFR’s, rules, and guidelines involving consultant agreements and other types of agreements and contract methods. Ability to build and maintain working relationships with a variety of business partners. Experience communicating effectively to multiple audiences both orally and in writing. Experience using standard software to prepare records, drawings, and documents. Experience adhering to safety policies and diligence in performing work in a safe manner. Basic accounting training and/or experience. Ability to schedule and prioritize workload. Possession of a valid driver’s license.

It is

preferred

that qualified candidates also have: Certification as an Engineer-in-Training (EIT). OR A bachelor’s degree in civil engineering, Structural Engineering. OR A bachelor’s degree in construction management. OR Associate degree in a related field with two (2) years of work experience

(mentioned below). Knowledge of project development work such as: field reviews; evaluating designs; data analysis; preparing/reviewing reports, estimates, plans, specifications, and special provisions. Knowledge of basic transportation engineering principles involving traffic, geotechnical aspects, hydraulics, surveying, and roadway geometrics. Proficient knowledge of project management practices. Ability to manage the logistics of meetings and meeting materials with internal and external customers.
