6. Maintains payroll guidelines by updating policies and procedures.
7. Collaborates and aligns with the Budget Management team to actively manage and
reconcile the relationship between the Payroll and General Ledger processes by
participating as a contributing member of the Finance Operations management team.

1. Makes meaningful improvement to services, program, and processes and/or
organizational effectiveness that creates new value for customer-owners and
employees.
2. Expands the process documentation in payroll by coordinating the compilation of desk
reference manuals and ensuring cross-training to expand duties of employees.

other departments to resolve complex issues using innovative solutions.

3. Applies knowledge of the Privacy Act of 1974 and the Health Insurance Portability and
Accountability Act of 1996 (HIPAA) to ensure the privacy of individuals is protected to
the fullest.
4. Assists with planning, organizing, and coordinating the timely preparation of payroll
disbursements and reports:

Updates payroll records by reviewing and approving changes in exemptions,
insurance coverage, savings deductions, job titles, and department/grant
transfers.
•Prepares reports by compiling summaries of earnings, taxes, deductions, leave,
disability, and non-taxable wages.
•Prepares payroll account reconciliations.
•Prepares/reviews payroll deductions.
•Reviews payroll to ensure timeliness and accuracy, and to identify potential
difficulties for further review.
•Accurate and timely filing of employee fringe benefit liabilities including monthly
reports and reconciliations, such as leave cash-out, 401k, and benefit payments.
•Monthly General Ledger reconciliation of all payroll accounts.

5. Complies with Federal, State, and Local legal requirements with regards to wages,
benefits, and 401K:
•Compiles and prepares payroll tax and other payroll-related reporting
requirements of Federal, State, and Local government agencies.
•Timely and accurate preparation of payroll-related reports as required by the
Finance and/or HR Administrator.
•Assists in all internal and external audit requirements.
6. Applies knowledge of accounting, payroll and administrative regulations, policies,
practices, and procedures.

7. Proficient with automated payroll systems.
8. Maintains quality, safety, and infection control standards.
