Duties
This position is located in the Office of Inspector General, Office of Audit, Financial Directorate.
Responsibilities
The ideal candidate will perform the following duties:
- Supervising the complex audits of EPA programs, systems, and operations, including audits of EPA management and program support systems, financial statements;
- Monitoring the work completed on an audit to ensure it meets timeliness, quality, and professional standards;
- Providing direction to team members on the technical and administrative aspects of their job, including mentoring lower graded employees and providing feedback to team members and supervisors on the performance and development needs;
- Building consensus among team members and resolving conflicts when they arise; and
- Persuading auditees to take the necessary corrective actions dictated by the audit findings.

Depending on your status, this position may require serving a 1-year supervisory probationary period.

Qualifications
In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.
Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
You may qualify for the GS-14 grade level, if you possess at least one year of specialized experience equivalent to the GS-13 grade level performing the following duties:
1) Awareness of the separate bodies of laws, regulations, and procedures governing auditing, sufficient to recommending improvements to the efficiency and effectiveness of EPA's financial statements;
2) Communicates with multidisciplinary staff and high level officials to provide advice and guidance on sensitive and/or controversial audit program options and to persuade others to adopt certain approaches;
3) Reports on financial statement audits in accordance with Government Auditing Standards; and
4) Provides technical and administrative leadership of an audit team, including providing recommendations, follow up, and ensuring necessary corrective action has been taken, and work complies with legal and regulatory requirements.

All applicants must meet one of the following requirements to quality.
Basic Requirements for Financial Auditors:
- Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
or - Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
