Task and Duties:

  • Support OCS staff with research and analysis as directed.
  • Analyze and implement applicable methodologies for efficient and effective data collection.
  • Assist in gathering information for reporting and analyzing OCS' communications with U.S. Citizens abroad, U.S. Embassies and Consulates, U.S. Congress, and the traveling public.
  • Compile and analyze data required for Annual Report to Congress.
  • Analyze data monthly and as needed, obtained from the database system.
  • Analyze the combined accrediting entity monthly application registration data per country and distribute it to separate divisions monthly.
  • Support staff working on technology, portal, and ATS issues.
  • Participate in data working group meetings related to the annual reports, and the adoption tracking service.
  • Assist with analyzing reports on financial data, including trends in program spending.
  • Provide relationship management, data analysis, process design and full life cycle of project management to support office functions.
  • Compile complaint information and documentation for review by Adoption Officers.
  • Compile information about historical adoption instability cases and assess based on given criteria.
  • Assist in drafting and analyzing IT requirements for all OCS systems including ACS; IPCA modernization; Smart Traveler Enrollment Program (STEP) enhancements; web based ATS and Consular One
  • Special projects as needed, such as data gathering to support accrediting entity or adoption service provider oversight.
  • Draft Public Notices on ASP renewals and new accreditations.
  • Draft Public Notices of changes in ASP accreditation status (suspensions, cancellations, relinquishments).
  • Complete regular review of listserv subscribers from the TSG public-facing form.
  • Review the daily email of key cables to identify cables covering topics related to adoption fraud, fraud in visa processing, and corruption.
  • Maintain a secure database.
  • Gather, maintain, and manage information from a variety of Microsoft suite tools (Access, SharePoint, Teams channels, etc.), proprietary systems or other sources for a variety of statistical and financial reports.
  • Perform other appropriate tasks, assignments and duties as required and assigned by their immediate Government manager.
Required Qualifications:
  • Bachelor's degree required. Five years' Government experience (State Department experience preferred) can substitute for this requirement.
  • Three years of experience working in an office environment required.
  • Proficient in the Microsoft Suite of Office Products (i.e., Word, Power Point, Excel, Teams, SharePoint, and Outlook
  • Ability to type mistake-free final forms (letters, memorandums, cables, speeches, briefing papers, etc.), many of them destined for CA upper management, the White House, and/or Members of Congress.
  • Excellent organizational, communication, and customer service skills.
  • Strong diligence.
  • Ability to work on a team and work independently.
