Financial Management Analyst III, Provost Finance & Administration
The Office of the Provost, Finance & Administration is building a flexible and hybrid workplace. All team members must have access to and maintain a secure home office environment with high-speed internet service and work collaboratively with others using a variety of technologies and tools. Depending on the type of position and work performed, or as deemed by manager, some positions may be required to work intermittently in an office located in Durham, NC.
Occupational Summary
The Financial Management Analyst III (FMA III) provides coordination and direction for financial management, planning, budgeting, reporting, accounting and analysis activities within the Provost area management center (PAMC). This position will support oversight of the university schools, key financials formulas including the allocations to schools under the Provost.
This position is part of the Office of Provost Finance and Administration group, and reports directly to Director of Financial Systems and Analysis.
Administers and coordinates across the management center various financial management processes and activities including strategic, operating, capital, and multi-year planning. Facilitates accounting and compliance activities requiring a high degree of financial acumen. The work will entail performing complex and specialized assignments in financial and accounting operations related to various academic and support units.
Duties and Responsibilities
Serve as the primary liaison for assigned units and represent Provost office on various aspects of budget and finance oversight. Guide and collaborate through strong working relationships with key finance/business managers in various management center units. More specifically:
Budget & Finance (20%)
•Assist unit finance leads/business manager with complex financial analysis and budget preparations. Budget processes include annual budget, fall and spring projections, outyear plans and capital planning. Track and monitor performance against plans throughout the year. In addition, interact with senior academic and administrative officers to advise and assist with development and preparation of budget materials. Compile, analyze and summarize financial information for annual budget presentations to Provost office senior leadership and participate in the meetings guiding conversations.
•Serve as key contact and provide instruction and guidance to multiple units within the management center on adherence to University and Provost financial policies and procedures as well as budget compliance. Work with units to review monthly analysis of financial performance including variance to budget explanations, overdrafts, expense controls and financial trends.
Financial Management and Control (20%)
•Track and report on various funds that support Provost priorities including both endowment and university funds. Work with academic leadership with oversight of sources of funds to capture and track commitments against them. Distribute to schools and provost units as instructed, reconciling all funding monthly, quarterly and annually.
•Support annual close process for Provost management center ensuring compliance with accounting policy. Review financial transactions and work with central administration to finalize entries in the system for year end. Ensure current funds are in balance and create documentation of final performance. Prepare and coordinate distribution of various financial reports.
Advisory, Management Center Accounting Structure (20%)
•Understand university accounting structures including fund flows and the interactions with the reporting. Provide guidance and training to finance/business managers to ensure reporting is developed in a consistent and standard manner.
•Develop financial accounting structures for new programs, initiatives, and consolidations of units including funding sources, budget preparation and program specifications and coordination.
•Serve as the expert on Duke systems and provide training and instruction to management center units on an as needed basis and regularly during budget preparation stages
•Represent Provost Finance & Administration and Provost office on special projects and serve as a liaison for academic units. Special projects may include process improvements, new procedures, compliance and audit, financial reporting development and new systems.
Management Center Policy, Internal Control (20%)
•Complete all management workflow approvals for journal entries, vouchers, and travel expenditures that meet thresholds established by central accounting or Provost leadership in compliance with university policy. Track and submit policy exception approvals authorized by the management center.
•Manage security accesses to financial systems acting as lead contact with central administration and Provost management center staff responsible for department workflows. Ensure any issues or questions are escalated to leadership.
Financial Oversight (20%)
•Responsible for systems and analysis finance oversight for all provost areas assisting director and AVP with cost allocations, endowment oversight, capital planning and analysis. Working with central offices including Development, Corporate Treasury, and Finance to distribute information and reporting to Provost units.
•Assist with building and tracking school and provost unit cost allocations for both shared and attributed costs. Work with AVP of Systems and Analysis to streamline and document methodology and reporting.
•Support central finance capital planning activities, reviewing all forms for accuracy and completeness, validating funding sources, and summarizing project requests for leadership approvals. Track all approvals and maintain back up documentation for all capital projects.
•Administer budget system security and data validations in conjunction with central finance and systems.
Preferred Qualifications
Familiarity with Duke systems and policies. Demonstrated success in staff supervision and performance management. Ability to analyze and resolve complex issues. CPA and/or MBA desired.
Skills:
•Must have excellent customer service skills with the ability to effectively work with diverse groups. The role requires work with a wide variety of skill sets.
•Must be able to balance high volume workload and multi-task with the ability to continue to meet deadlines.
•Requires substantial familiarity with academic programs within an higher education institution
•Proficient in financial systems including Microsoft tools and other integrated systems such as Advanced Excel and SAP respectively. Work with Analysis for Office Reporting preferred.
•Must be able to work with large volumes of data and interpret/present in concise and meaningful manner to senior leadership for sound business decisions
•Excellent communication skills both oral and written
•Strong organizational, management, and administrative skills
Minimum Qualifications
Education
Work requires a Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related field. CPA is desirable.
Experience
Work requires a minimum of six years of experience in financial management, general accounting principles, including financial analysis and reporting, budgeting and financial modeling. OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE.
