The Programme Associate is a Senior role on our Health Division Team and this colleague will spend 75% of his/her time working on the delivery of ongoing and new projects (covering diverse areas such as vertical disease control programmes, AMR, Supply Chain, evaluations and assessments, etc) and 25% of his/her time on supporting business development to grow our portfolio in Nigeria and in the region.

The Programme Associate will have 6-7 years of relevant experience in public health project management, public health intelligence, management consulting, and leads operational delivery on projects and measurements, including monitoring, evaluation, learning, partnership and stakeholder management, and technical writing. Candidate should also have relevant experience to be able to support the management of workshops, expert/stakeholder consultations, in-country presentations, and coordination activities for programmes and projects across the country. Experience in engaging with the government is desirable.

Specific Responsibilities

Lead the design and development of new projects, across key programmes;

Oversee the development, operationalization and revision of project work plans to ensure that activities are carried out as and when scheduled;

Review and establish improved mechanisms, guidelines and operating principles for project management;

Plan, organize and coordinate project-specific capacity-building events;

Participate in and in some cases lead constituency interface activities such as advocacy visits and monitoring activities;

Represent the organisation at meetings with partners, coalition members and key constituencies;

Prepare the project management systems for portfolio reviews and evaluation;

Oversee production of project reports;

Carry out any other responsibilities as may be assigned by the Senior Programme Associate.

GLOBAL KEY DELIVERABLES/ACCOUNTABILITIES

Delivery on targets for project design and delivery

Delivery of project outputs by the relevant deadlines

Delivery of targets for policy development, implementation, and analysis support

Delivery on targets for project documentation

Delivery on targets for grant and consulting applications for key solutions and interventions

Operations Management: Implement processes, systems, and service specifications for service excellence, across solutions

Financial Planning, Monitoring and Control: Support development and implementation of organisational and project budgets, reviewing and monitoring expenditure when required, and ensuring fluency of financial operations

Project Management: Lead project design, planning and implementation, and project monitoring and evaluation within the health division

Economic Analysis: Lead cost-benefit and cost-effectiveness analyses of various activities and initiatives within the division

Reporting: Prepare reports on the units activities and progress towards strategic objectives, as required

Quality Management: Develop standard operating procedures for the deployment of solutions, and ensure they are conformed to, and incidences and severe adverse events are appropriately reported and managed

Team participation.

Timely reporting.

Required degree level:

University degree (bachelors degree) in medical or health sciences, public policy, statistics, or related fields. A Masters degree or equivalent in public health, reproductive health, or equivalent is desirable.

Required experience:

The position requires a demonstrated experience in reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH+N) programme management, with an understanding of health systems strengthening. Experience working with FMOH/SMOH and NPHCDA/SPHCBs, and an understanding of how the public sector works, as well as the political environment in which RMNCAH+N programs are implemented. Experience developing capacity development activities and exercises related to data analysis and use, logistics and service delivery, policy development, and/or communications for development. Diplomatic skills and experience interacting with staff of government ministries, departments and agencies, development partners, and civil society organizations is an advantage. Experience working on donor-supported projects is desirable.
