Director of Legal Services
Under the direction of the General Manager, the Director of Legal Services provides legal counsel to the General Manager, Board of Directors, and staff. In addition to serving as the legal counsel, this position requires a highly experienced attorney with experience in a variety of legal matters including but not limited to governmental and open meetings act; real estate law; contract; litigation; purchasing, procurement, and surplus; records management and public information act; master engineering agreements and other professional services agreements; and employment law. The Director of Legal Services reports to the General Manager/CEO.
Responsibilities:
- Serve as the first line of legal counsel as a strategic partner and provides support and consultation to the leadership team.
- Oversee the daily operations, including, but not limited to, governmental and open meetings act; real estate law; contract; litigation; purchasing, procurement, and surplus; records management and public information act; master engineering agreements and other professional services agreements: and employment law.
- Manage all disputes and litigation in consultation with the General Manager/CEO and with appropriate support from external counsel, as needed.
- Oversee negotiation of all legal contractions in preparation for General Manager or Board approval and signature.
- Maintain contemporary working knowledge of acting and proposed state and federal legislation and requirements.
- Attend monthly Board of Directors regular and committee meetings and provide parliamentarian support in accordance with Texas Open Meetings Act.
Skills:
- Knowledge of state and federal laws as well as regulatory agency provisions, that govern.
- Knowledge of TCEQ/EPA regulations and permits.
- Knowledge of contracts, negotiations, real estate, employment, and litigation law.
- Knowledge of local government law, including governmental immunity and tort liability principles.
- Knowledge of Texas Open Meetings Act and Public Information Act.
Education, certification and experience required:
- Must possess a Juris Doctor from a school of law accredited by the American Bar Association.
- Significant experience of a minimum of ten (10) years practicing law in a variety of legal matters including but not limited to governmental and open meetings act; real estate law; contract; litigation; purchasing, procurement, and surplus; records management and public information act; master engineering agreements and other professional services agreements; and employment law.
- Must have membership in the Texas State Bar or be able to obtain within six (6) months of employment and maintain membership as a condition of continued employment.
Salary range $147K - $168K
