POSITION PURPOSE:

Supports the implementation of the North Carolina Read to Achieve (RTA) Program as part of the Excellence Public Schools Act which includes the development of reading camp materials, professional development of the camp teachers, communication with other departments and schools regarding camp. Assists in creating and overseeing data collection processes for schools around third grade students and students attending camp. Provides support to the Director in coordination of county-wide literacy initiatives at the elementary level. Supports the implementation of the NC English/Language Arts (ELA) curriculum in elementary schools. Provides support to the Senior Administrator of ELA with district-wide literacy initiatives.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Extensive knowledge of research based instructional literacy practices at the elementary level;
  • Extensive knowledge of the RTA Program;
  • Considerable knowledge of Microsoft Office, specifically Word, Excel, and PowerPoint;
  • Considerable knowledge of accessing cloud-based environments such as Google Apps;
  • Knowledge and skills to design and deliver professional learning;
  • Reflective, self-directed, flexible thinking skills, ability to problem solve;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to lead projects from the planning stages to completion;
  • Ability to work in a team environment;
  • Ability to establish and maintain effective working relationships with school system staff, external agencies, attorneys, parents, and the public.

EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelors degree from a regionally accredited college or university in elementary education;
  • Three years of experience as an elementary teacher;
  • Experience designing and delivering professional development to adult learners;
  • Training and experience in literacy practices at the elementary level.

CERTIFICATION AND LICENSE REQUIREMENTS

  • Hold or be qualified to hold a North Carolina Professional Educators License in elementary education.

PREFERRED QUALIFICATIONS:

  • Masters in Literacy/Reading education and/or certification in literacy;
  • Previous experience as a literacy coach, Instructional Resource Teacher, RTA Camp Teacher, or third grade teacher;
  • Experience with Read to Achieve Camp, RTA law and mClass (a screener that measures the development of reading skills of students).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Coordinates the implementation of the North Carolina Read to Achieve (RTA) Program as part of the Excellence Public Schools Act which includes reading camp materials and professional development of the camp teachers (including transitional and accelerated classes).
  2. Coordinates supplemental tutoring with material distribution, acquisition of new materials, contracts, letters, and snacks.
  3. Communicates with schools via the Read to Achieve (RTA) email, complete the RTA reporting requirements as directed by the Department of Public Instruction (DPI), serves as a liaison with DPI and maintain open and clear communication with schools and other stakeholders.
  4. Facilitates the needs of RTA camp including the management of forms and paperwork, professional development for camp teachers, ordering and distribution of materials and making curriculum revisions, as appropriate.
  5. Supports district elementary literacy initiatives through professional development, onsite visits, and coaching.
  6. Designs and delivers professional development to school-based staff and reading camp staff to support the RTA Program and the gap between literacy instruction and mClass data.
  7. Supports mClass progress monitoring, assessments, and instruction in schools.
  8. Supports district literacy initiatives through project management, professional development, material ordering and distribution, and on site school visits.
  9. Collaborates with various departments and outside agencies with a focus on literacy to inform professional development and support for the Excellent Public Schools
  10. Supports teacher capacity with K-2 foundational skills.
  11. Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a classroom environment and requires sitting and standing throughout the day. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, students, parents, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds.
