HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY : This position will manage and be responsible for leading the emerging talent agenda for several MTA business units, ensuring the Talent Acquisition organization delivers on providing the MTA enterprise with top talent. The incumbent will partner with internal clients and external partners to meet the MTAs internship & apprenticeship programs goals, increase university/college engagement, career fairs and community presence.
RESPONSIBILITIES :
Lead the emerging talent planning and execution for MTA business units including local, state and MTA led career fairs and recruitment events, internship and apprenticeship recruitment, university engagement, community outreach and relations, State Agency relations, veterans, and diversity recruitment.
Execute a talent strategy that meets the critical and hard-to-fill talent needs of assigned MTA business units.
Meet key Emerging Talent team metrics that enables the Talent Acquisition organization to meet the MTA enterprise talent needs. Additionally, leverage key metrics to inform planning and decision making for participation in future events and programs.
Partner with Peers, People Leaders, and Business Leaders to understand the organizational and departmental needs and goals as well as ensure the required participation and support at recruitment events.
Foster relationships with Talent Acquisition vendors and partners through appropriate management and engagement to ensure the MTA optimizes on service, support, and system functionality, as appropriate.
Manage the Internship Online Portal ((ION), and onboarding for new program participants. Coordinate and collaborate with Organizational Design and Development on programmatic activities and elements regarding the internship program.
Serve as a leader of the MTAs Talent Acquisition function by promoting our enterprise-wide solution that attracts top talent to the MTA, ensuring MTA's strategic priorities, both operating and management focused, are key drivers in how the MTA provides safe and reliable service to our customers.
Serves on advisory councils and committees for partner schools (e.g., Transit tech High School and City Polytechnic High School).
Selects, develops, and motivates personnel within the department. Provides effective career development, coaching, and counseling for subordinates. Responsible for staff performance review and discipline/termination of employees when necessary.
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
Other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Must have deep Talent Acquisition expertise in recruitment and/or university engagement and / or a strong background in outreach program development and community or vendor engagement.

Demonstrated ability to communicate and interact well with external partners.
Demonstrated ability to effectively work in a high-profile, high-pressure environment.

Demonstrated analytical capabilities, both quantitative and qualitative
Proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.
EDUCATION AND EXPERIENCE :
Bachelors degree in Business Administration, Human Resources, Public Administration or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
6 years related experience, including at least 3 years in an increasingly responsible managerial/supervisory/project manager role in a large, multi-faceted, fast-paced
PREFERRED :
Master's degree in a related field.
Familiarity with the government policies and procedures.
Knowledge of online campus recruitment platforms
Organization or governmental body preferred.
